Job Description

Product Owner NHS

  • Rate: 600 per day, Inside IR35
  • Location: Remote, with occasional travel to Leeds
  • Duration: Until February 2027, with an expected 12 month extension
  • Start: ASAP

Overview

NHS England is looking for a Product Owner to own the vision, roadmap and priorities for its Cyber Security capability.

You'll work with users, NHS organisations, architects, engineers, suppliers and delivery teams to make sure what gets built solves real problems and gets used. Success means strong adoption across the NHS and a repeatable way for organisations to improve.

Key Responsibilities

  • Set and communicate the product vision, objectives and roadmap
  • Own and prioritise the backlog, writing epics, features, user stories and acceptance criteria
  • Make clear prioritisation calls based on evidence, user needs and technical feasibility
  • Work with UCD, BA and delivery teams to understand NHS users, workforce groups and pain points
  • Use pilot results, adoption data and feedback to shape what comes next
  • Work with architects to define SSO requirements and build implementation patterns NHS organisations can adopt at scale
  • Build strong relationships across NHS England, NHS organisations and suppliers
  • Run workshops, build consensus and explain product decisions clearly
  • Represent the product at governance and stakeholder forums
  • Lead backlog refinement and sprint planning, and sign off completed work

Key Requirements

  • Proven experience as a Product Owner or Product Manager in a digital or technology setting
  • Track record of building roadmaps and managing backlogs
  • Experience working in Agile teams using Jira and Confluence
  • Strong stakeholder management, with the ability to influence without direct authority
  • Ability to turn user and organisational needs into clear, deliverable requirements
  • Understanding of digital identity, authentication and access management concepts
  • Good grasp of technical architecture, integration and user-centred design

Desirable

  • Hands-on experience owning an identity and access management or SSO product
  • Previous NHS or public sector experience
  • Experience taking a product from pilot through to wide adoption
