REQUIRED EXPERIENCE:
Lead application design and implementation standards across React/TypeScript, .NET 10/C#, APIs, data, integrations and AWS workloads.
Bachelor's degree or equivalent experience; nine or more years of application development, including technical leadership.
Expert hands-on C#/.NET and JavaScript/TypeScript experience, including React, APIs and cloud-native engineering.

JOB DESCRIPTION
Provide senior technical leadership for secure, scalable applications supporting Medicaid DDI and modernized Provider Plus delivery. Combine hands-on engineering, design review and AI-assisted development to improve productivity while enforcing architecture, security, testing and production-readiness standards.
Key Responsibilities
  • Lead application design and implementation standards across React/TypeScript, .NET 10/C#, APIs, data, integrations and AWS workloads.
  • Review complex designs, code, test evidence and technical specifications; resolve defects, performance issues and production risks.
  • Guide multi-tenant architecture, configuration-driven behavior, feature flags, versioning and compatibility with required legacy interfaces.
  • Guide PostgreSQL modeling, conversion/reconciliation, REST and event-driven integrations, Glue/Spark batch workloads and Kafka/MSK patterns.
  • Establish Terraform, CI/CD, automated quality gates, observability, secure logging, vulnerability remediation and release controls.
  • Mentor engineers and communicate technical decisions, risks, tradeoffs and recommendations across product and DDI teams.

Modernized DDI Technical Skills
  • Engineering: Advanced .NET 10/ASP.NET Core, React/TypeScript, microservices, serverless, DDD, SOLID and distributed systems.
  • Cloud and data: AWS Lambda, API Gateway, S3, SQS, Glue/Spark, MSK/Kafka, EKS, PostgreSQL, conversion and reconciliation.
  • Platform delivery: Terraform, Git, containers, Azure DevOps/GitHub Actions, CI/CD, quality gates and release controls.
  • Security: OIDC/OAuth, SSO, MFA, RBAC, secrets, encryption, tenant isolation, threat modeling and HIPAA, PHI/PII protection, OWASP, Section 508/WCAG, secure SDLC and DevSecOps.
  • Reliability: Automated testing, structured logging, metrics, tracing, alerting and production support.

AI-Driven Delivery Skills
  • Champion approved AI coding assistants such as GitHub Copilot, Codex or comparable tools for implementation, refactoring, tests, code explanation, documentation and modernization analysis.
  • Define team prompting patterns, repository-context practices and acceptance criteria for AI-generated code.
  • Review generated code for architecture fit, correctness, security, performance, accessibility, licensing/provenance risk and maintainability.
  • Require automated testing, static analysis, security scans and peer review before AI-generated changes are merged.
  • Use AI-assisted analysis for legacy-code decomposition, dependency discovery, impact assessment, defect investigation and functional-parity planning.
  • Mentor engineers on responsible use, data protection, hallucination detection and maintaining human ownership of technical decisions.
