Job Title: Treasury Business Analyst
Job Description
This role supports a major banking transformation programme focused on building a European Union Credit Institution in the EMEA region. You will act as a mid-level Treasury Business Analyst within a regulated banking environment, working closely with Treasury subject matter experts and wider programme stakeholders to deliver key regulatory change initiatives. The position centres on gathering and documenting requirements, assessing current and target-state Treasury processes, identifying gaps, and supporting the design and implementation of the Treasury operating model, including activities related to a Credit Institution licence application and associated regulatory requests.
Responsibilities
- Gather, analyse and document business and regulatory requirements across the Treasury workstream.
- Work closely with Treasury subject matter experts and stakeholders to understand existing processes, controls, systems and governance.
- Support current-state and target-state process mapping for Treasury activities.
- Perform gap analysis against regulatory, operational and programme requirements to identify issues and improvement opportunities.
- Translate complex regulatory and Treasury requirements into clear, practical business requirements and deliverables.
- Support the design and implementation of enhanced Treasury processes, controls and operating model changes.
- Assist with the preparation of documentation and responses relating to regulatory information requests, including those linked to a Credit Institution licence application.
- Produce high-quality process maps, requirements documentation, gap assessments, action logs and governance materials.
- Identify, track and report risks, issues, dependencies and outstanding actions across the Treasury workstream.
- Collaborate closely with Finance, Risk, Regulatory Reporting, Tax, Technology and other programme teams to ensure alignment and effective delivery.
- Facilitate workshops and stakeholder sessions to capture requirements, drive decisions and secure agreement on key outcomes.
- Support testing, implementation and business readiness activities, ensuring changes are understood and embedded within the organisation.
- Ensure all requirements remain aligned with wider programme objectives and evolving regulatory expectations.
Essential Skills
- Strong Business Analysis experience within banking or financial services.
- Proven experience working on Treasury-related change or transformation programmes.
- Good understanding of banking Treasury, including liquidity, funding, capital, balance sheet management and asset and liability management (ALM).
- Strong requirements gathering, analysis and documentation skills, with the ability to produce clear, structured deliverables.
- experience with current-state and target-state process mapping, gap analysis and problem solving.
- Demonstrated ability to work effectively across business, regulatory and technology stakeholders.
- Ability to translate complex regulatory or business requirements into clear and practical deliverables.
- Strong stakeholder management skills, with experience engaging senior stakeholders and subject matter experts.
- Proficient workshop facilitation skills to lead discussions and capture requirements.
- experience working within large-scale change or transformation programmes in a regulated environment.
- Strong communication skills, with the ability to explain complex concepts in a clear and concise manner.
- Structured and analytical approach to problem solving.
- High attention to detail, particularly when documenting regulatory and business requirements.
- Comfortable working in an evolving programme environment with changing priorities and ambiguity.
- Proactive approach with the ability to take ownership of deliverables and drive them to completion.
- Collaborative mindset with the ability to work across multiple workstreams and functions.

Additional Skills & Qualifications
- experience supporting a banking licence or Credit Institution licence application.
- experience working on regulatory transformation programmes within Treasury.
- Previous involvement in establishing a new banking entity, branch or legal entity.
- experience supporting regulatory requests or regulatory submissions.
- Knowledge of European banking regulation, including familiarity with European Central Bank (ECB) and European Banking Authority (EBA) frameworks.
- Exposure to Capital Markets or investment banking environments.
- experience across liquidity risk, ALM or regulatory liquidity requirements such as Liquidity Coverage Ratio (LCR) and Net Stable Funding Ratio (NSFR).
- Knowledge of corporate treasury, capital management, capital planning and cash management.
- Understanding of key regulatory and risk frameworks such as ICAAP, ILAAP, recovery and resolution planning.
- experience with regulatory reporting within a banking or financial services context.
- Previous consulting experience, particularly within Treasury or regulatory change programmes.

This role is hybrid 4 days in office based in the City
