Emergency Management Victoria (EMV) is seeking a ICN Contract Management, to provide a critical role within Emergency Management Technology and Data.

About the Business Unit

Within the Department of Justice and Community Safety, EMV is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.

EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary / Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.

Emergency Management Technology and Data Division

The Emergency Management Technology and Data (EM T&D) division is responsible for key Emergency sector common digital platforms for the emergency services sector. EM T&D is a trusted partner to emergency sector organisations, supporting the innovation and delivery of modern and effective Digital Infrastructure services tailored to the emergency sector's needs. Its main service functions include EM Strategic Planning and Business Development, EM Enterprise Architecture and Design, EM Digital Platforms and Products, EM Commercial Management and Budget, EM Portfolio, Program Delivery, Data Insights.

EM Commercial and Budget Branch

EM Commercial and Budget branch is responsible for National, State and EM Digital Infrastructure contracts and associated budgets. The branch includes commercial, procurement and financial specialists who manage the EM trust, SCC technical contracts, State Government initiatives funding and other costs associated with delivering the EM Sector's Digital infrastructure services. This branch leads High Risk High Value complex and large investments Nationally and on behalf of the State EM sector, working closely with sector Chief Finance Officers (CFOs) on commercial improvements and vendor performance.

About the Role

The ICN Contract Manager leads and manages the Vendor and Contract Management functions and teamfor the provision of critical operational communications for the emergency services sector. The role is responsible and accountable forprovidingexpert advice in contract interpretation, risk management, establishment and maintenance of robust contract administration processes and procedures.Building andmaintainingrelationships with relevant suppliers/providers and ensuring high-quality performance of contract suppliers is critical in this position.

Some of your duties will include:

• Manage and administer key national and/or state telecommunications contracts, ensuring that contracts are appropriately monitored, State and customer interests protected, and the performance of services analysed against service level/key performance regimes, service payment models and other contractual and statutory obligations
• Chair periodic meetings and governance forums with stakeholders (e.g. the National Emergency Alert Contract Management Oversight Committee)
• Identify and manage key contract risks and emerging issues especially in relation to areas of contract interpretation, underperformance or non-compliance and i nitiate appropriate action to address and resolve these issues
• Oversee and control the processing and evaluation of contractual payments, variations, milestones, sign-offs, etc., on a day-to-day basis. This includes liaison with suppliers/providers, customers and other relevant stakeholders to ensure variations move through a defined and controlled change system, maintenance of a variation register and presentation on change progress to customers
• Lead and/or facilitate (through engagement of relevant legal, technical and commercial SMEs) contract negotiations with suppliers/providers as required
  • Resolve disputes between the State and suppliers/providers in relation to the terms and conditions of the relevant contract or refer to the Head of EM ICN Commercial and Budget for adjudication

About you

To be successful in this role, you will have:

• Demonstrated experience in managing and administering large-scale contracts ideally within a State Government environment;
• Experience managing large-scale State procurement contracts, providing expert advice on service delivery and routinely advising senior stakeholders on contract issues and solutions is desirable;
• Demonstrated knowledge of Victoria's emergency management arrangements is desirable.

Qualifications

• Degree in Business, Legal and/or financial qualifications are desirable.
