The primary objective of this engagement is to serve as the IT Project Manager for the Bureau of Community Health Systems (BCHS), leading the implementation of an EHR for 59 SHCs and clinical staff in BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD). 

The Project Manager is a 'senior' level resource with specialized knowledge and experience in EHRs, health informatics, and health IT.  The PM will have proven experience leading large-scale projects to successful implementation and experience with planning around organizational change management (OCM).


 
 

Mandatory Qualifications

  • EHR Implementation Experience

    • Must have led or supported the implementation of an Electronic Health Record (EHR) system transitioning from a paper‑based environment.

  • PMP Certification

    • Must hold a PMI Project Management Professional (PMP) certification for at least 5 years.

  • Residency Requirement

    • Must currently reside in Pennsylvania (PA).

  • On‑Site Availability

    • Must be able to work two days per week in the Harrisburg office as requested.

  • Travel for Off‑Site Meetings

    • Must be able to participate in State Health Center or other off‑site meetings when required.

  • Project Management Experience

    • Must have 7–9 years of relevant Project Management experience, demonstrating capability to independently lead complex projects.

  • Health IT Experience

    • Must have experience with EHR/EMR systems, health informatics, and health IT.

Preferred Qualifications

  • Organizational Change Management (OCM)

    • Experience delivering OCM for independent customers or multi‑stakeholder environments.

 

Responsibilities:

Program & Project Leadership

  • Serve as the primary leader responsible for full lifecycle delivery of the HHS DOH program implementation.

  • Ensure the project is delivered on schedule, within budget, and meets business, technical, and quality requirements.

  • Apply PMI’s five phases and associated inputs/outputs to guide project execution.

Project Planning & Governance

  • Develop, manage, and obtain approval for the Project Management Plan, Communication Plan, and Deliverables Matrix.

  • Establish project scope, tasks, milestones, and priorities.

  • Ensure all work aligns with HHS DC IT PMO methodology and standards.

Execution & Delivery Management

  • Manage full project lifecycle: planning, design, programming, testing, implementation.

  • Track progress against the project schedule, taking corrective action when needed.

  • Monitor and manage the project budget.

  • Ensure compliance with Change Management Plan for all scope changes.

Risk, Issue, and Quality Management

  • Maintain and manage a RAID+ Log (Risks, Actions, Issues, Decisions).

  • Develop and track risk mitigation strategies.

  • Schedule and oversee status reviews, quality assurance reviews, and project inspections.

  • Capture, analyze, and distribute project metrics.

Stakeholder & Team Engagement

  • Act as the primary point of contact for all project-related issues.

  • Build and maintain strong relationships with stakeholders, vendors, and customer representatives.

  • Communicate project status to senior leadership and all relevant stakeholders.

  • Coordinate with multiple IT teams: Applications, Data Warehouse, Informatics, Networking, Security, Service Management.

Operational Responsibilities

  • Provide weekly updates following HHS DC Daptiv guidelines.

  • Complete weekly timesheet reporting and personal status reporting.

  • Set up and maintain project documentation in SharePoint and Microsoft Teams.

  • Plan and conduct training, orientation sessions, and presentations.

  • Mentor junior project management staff.
