Job Title: Systems Analyst (Senior Level)

Location: Albany, NY (One Commerce Plaza)
Work Arrangement: 50/50 Biweekly Hybrid

Position Summary
Assists in the development and testing of the Medicaid Eligibility and Client Management (MECM) system, handling business requirements, application testing, and help desk support.
Day-to-Day Responsibilities
- Review and assist in the development of testing requirements and test plans.
- Create and execute user acceptance and regression testing for WMS system changes and MECM implementation.
- Define user requirements and create documentation to support projects and organizational change.
- Research, propose, and test system solutions to resolve identified user and technical issues.
- Generate ad hoc reports using various databases for internal and external stakeholders.
- Identify policy, process, and system gaps to drive continuous process improvements.
- Apply Medicaid regulations and program policy knowledge to system design and operational workflows.
- Facilitate meetings with SMEs, policy teams, and business owners to align on requirements.
- Coordinate project tasks and action items across multiple stakeholder groups.
Requested Qualifications
- Reporting & Analytics: 60 months of experience creating reports/analyses using Tableau, MS Access, COGNOS, Power BI, or similar tools.
- Data Querying: 60 months of experience querying/analyzing data using PL/SQL, SQL, Python, or similar tools.
- Test Planning: 18 months of experience collaborating with stakeholders to create test plans/cases for web applications.
- Test Execution: 18 months of hands-on experience managing and executing functional and regression test scripts.
- Defect Management: 18 months of application testing and defect tracking/reporting using Jira/JSM or similar tools.
- Requirements & Gap Analysis: 18 months of experience evaluating business requirements documents with technical and policy teams.
- Help Desk Support: 12 months of help desk experience documenting, troubleshooting, and resolving software issues.
- Education: Master's Degree in Computer Science or a related major.
