Job Description

A London Local Authority is currently recruiting for a Senior HR Business Partner to join their HR & Organisational Development team on a permanent basis.


This is an excellent opportunity for a senior HR professional to lead the delivery of a strategic, business-focused HR service, partnering with senior leaders to drive organisational change, workforce planning and people performance across a complex public sector environment.


This role will be offered hybrid with a requirement to attend the office 3 days per week.


About the Role


As a Senior HR Business Partner, you will act as a trusted adviser to Directors, senior leaders and managers, delivering expert HR solutions that support corporate objectives while managing organisational risk. You will lead a team of HR professionals, oversee complex employee relations matters and play a key role in workforce transformation and organisational change programmes.


Key Responsibilities


  • Partner with Directors and senior leaders to understand service priorities and provide strategic HR solutions.
  • Lead and manage a team of HR Business Partners and HR Advisors, driving high performance and service excellence.
  • Develop and implement people plans aligned to corporate and workforce priorities.
  • Lead on complex employee relations cases, providing expert advice on disciplinary, grievance, capability, absence, redundancy and organisational change matters.
  • Act as the HR lead on major transformation and change programmes, ensuring risks are effectively managed within a legal framework.
  • Build strong relationships with trade unions and support consultation and negotiation activity.
  • Use workforce data and management information to identify trends, provide insight and support strategic decision-making.
  • Support talent management, workforce planning, recruitment and retention initiatives across the organisation.
  • Oversee employment tribunal cases and provide advice on high-risk and sensitive employment matters.
  • Promote equality, diversity and inclusion through workforce strategies and people initiatives.
  • Represent HR on corporate projects, organisational design reviews and cross-council workstreams.


About You


  • CIPD Level 7 qualified and a member of CIPD at MCIPD or FCIPD level, or able to demonstrate equivalent experience.
  • Significant experience operating as a senior HR professional within a large and complex organisation.
  • Extensive experience leading organisational change and transformation programmes.
  • Strong knowledge of employment law and the ability to translate legislation into practical business-focused solutions.
  • Proven track record of providing strategic HR advice to senior stakeholders.
  • Experience managing complex employee relations matters including disciplinary, grievance, ill-health and redundancy cases.
  • Demonstrable experience building effective relationships with trade unions and managing consultation processes.
  • Strong leadership skills with experience managing and developing HR teams.
  • Excellent communication, influencing and stakeholder management skills.
  • Ability to analyse complex information and develop practical, innovative solutions to business challenges.
  • Experience using workforce data and HR metrics to inform planning and decision-making.
