About the Role

SQN Systems is seeking a Senior Business Analyst to support multiple large IT modernization initiatives and ongoing PMO activity for a public sector health client. You will bridge business needs and technology, lead requirements work, and guide junior analysts.

Responsibilities

•      Lead requirements gathering sessions, stakeholder interviews and process mapping workshops for functional, non-functional and technical requirements

•      Translate business needs into user stories, acceptance criteria, process workflows, wireframes and functional specifications for development and QA teams

•      Conduct gap analysis and evaluate system workflows and data structures in enterprise tracking systems, case management platforms and health data interfaces (EHR/IIS)

•      Coordinate with program managers, agency leadership, clinical and programmatic experts and technical architects to validate solution designs

•      Assist with backlog prioritization, milestone status reports, sprint ceremonies and User Acceptance Testing (UAT)

•      Provide technical direction and functional support to junior analysts and support staff

Required Qualifications

•      8+ years of experience in systems analysis, working independently on complex application problems across all phases of the lifecycle

•      5+ years of experience in analysis and design of business applications for complex large-scale or mid-tier systems, including DBMS and programming languages

•      Knowledge of current storage and retrieval methods and ability to write specifications for programmers to code, test and debug

•      Strong analytical, communication and problem-solving skills

Education

Bachelor's degree in computer science, information systems, engineering, business or a related discipline, or 3 years of equivalent experience in a related field. Master's degree preferred.

Preferred Qualifications

•      Experience in a state government setting or a Major IT Development Project (MITDP)

•      Experience translating health domain needs into specifications for immunization registries (IIS) or Electronic Health Record (EHR) interfaces

•      Gap analysis, workflow mapping and requirements work for large case management or CRM platforms in healthcare, social services or grant-funded environments (Salesforce is a plus)

•      Strong user story, technical specification and system flow diagram skills, with awareness of federal funding and state reporting requirements
