Required Experience:
  • Eight years of experience with testing and quality management for a largescale IT system.
  • Five years of experience managing client and stakeholder relationships and reporting testing status.
  • Three years of experience with endtoend testing through UAT.
  • Three years of experience with test automation technologies.
  • Two years of experience using SQL and data reporting tools.
  • Bachelor’s degree in information technology or similar field.
Skills/tools:
 Automation (Selenium Tools, HP UFT/QTP, VSTS, Automated AI Tools, Automation First / TDD)
 
Preferred Experience:
Five years of experience with highly integrated healthcare systems.
ISTQB Foundation certification or higher.
Two years of experience in a healthcare or insurance domain
 
Position Overview:
The Senior System Tester supports the Department of Health (DOH) Division of Operations and Systems (DOS) in quality assurance testing activities across multiple Medicaid systems, including eMedNY, New York State’s Medicaid Management Information System, the Medicaid Data Warehouse (MDW), and other Medicaid systems as directed by the Department. The position performs independent testing and works with Department stakeholders, State bureaus and divisions, QA team members, business users, project staff, and system vendors to support clear test coverage, accurate defect reporting, requirements traceability, and informed production readiness discussions.
 
Job Responsibilities Include:
  • Perform independent functional, integration, regression, performance, user acceptance, accessibility, and compliance testing across assigned systems, including eMedNY, MDW, and other Medicaid systems as directed by the Department.
  • Create, maintain, execute, and document test cases, test scripts, test scenarios, test data, actual results, and testing conclusions based on documented requirements and expected outcomes.
  • Review requirements, design documentation, user stories, process documentation, and other project artifacts to identify test conditions, coverage needs, and potential gaps
  • Review contractor test plans, test cases, test scripts, automated test materials, test results, defect logs, and related testing artifacts for completeness, accuracy, requirements traceability, and support for documented testing conclusions.
  • Monitor defect management activities, including defect logging, prioritization, retesting, trend analysis, and resolution tracking.
  • Identify testing risks, open questions, unresolved defects, retesting needs, and readiness concerns, and provide clear findings and recommendations to QA leadership and Department stakeholders.
  • Use SQL, data reporting tools, Microsoft Office, SharePoint, and testing and defect management tools such as Jira, Xray, Zephyr, TestRail, or comparable platforms to support testing analysis, documentation, and reporting.
  • Evaluate testing activities for large-scale, integrated Medicaid, healthcare, claims, eligibility, reporting, analytics, interface, or interoperability-related systems.
  • Support independent system testing, CMS IV&V testing attestations, and related testing evidence needs.
  • Coordinate with Department stakeholders, State bureaus and divisions, business users, system vendors, and project staff to support testing activities and confirm testing status.
  • Prepare testing status updates, defect summaries, trend information, test result summaries, and other testing documentation for QA leadership and Department stakeholders.
