Technical Product Manager

Position Description

The Technical Product Manager is responsible for leading the planning, delivery, management, and continuous improvement of technology products and related project activities. This role combines product management, technical project management, stakeholder engagement, Agile delivery, vendor coordination, and change management to ensure solutions meet business objectives, user needs, and applicable policy, regulatory, and compliance requirements.

The Technical Product Manager will manage day-to-day delivery activities, define and prioritize product needs, translate requirements into actionable work, track risks and issues, support roadmap and backlog management, and lead cross-functional teams in delivering high-quality IT solutions.

Key Responsibilities

The Technical Product Manager shall:

1. Define and manage product scope, roadmap, backlog, priorities, and release plans in alignment with business goals and user needs.

2. Understand user value and business value through stakeholder engagement, qualitative and quantitative data, and product performance measures.

3. Collect, document, and translate business, user, and technical requirements into actionable tickets, user stories, acceptance criteria, and delivery plans.

4. Define product improvements, feature sets, success criteria, and quality measures from both user and business perspectives.

5. Lead technical, business, vendor, and cross-functional teams in delivering high-quality IT solutions.

6. Develop rollout schedules, transition activities, implementation plans, and change management strategies.

7. Track and report scope, schedule, budget, resources, risks, issues, dependencies, product performance, and delivery progress.

8. Manage vendor relationships to ensure quality deliverables, accountability, and alignment with project and product objectives.

9. Support Agile delivery practices, including backlog refinement, sprint planning, release planning, demos, and prioritization.

10. Develop clear written documentation, executive communications, reports, product artifacts, and oral briefings.

11. Ensure product and project activities comply with applicable laws, regulations, policies, standards, security, privacy, accessibility, and governance requirements.

12. Perform other duties as assigned.

The Technical Product Manager is required to comply with all applicable laws, regulations, policies, standards and guidelines affecting Information Technology projects, which may be created or changed periodically. It is the responsibility of the Sr. Project Manager to ensure adherence and to remain abreast of new or revised laws, regulations, policies, standards, and guidelines affecting project execution. These include, but are not limited to:

a) The State of Maryland System Development Life Cycle (SDLC) methodology at: ;br />

c) The State of Maryland Information Technology Non-Visual Standards at: .

d) The State of Maryland Information Technology Project Oversight at .

e) The PM shall follow project management methodologies consistent with the most recent edition of the Project Management Institute s Project Management Body of Knowledge Guide (PMBOK) ;/p>

Required Experience

The Technical Product Manager shall meet the following required experience:

At least twelve (12) years of experience in project management.

At least eight (8) years of experience in product delivery, technical project management, product management, or a related technology delivery role.

At least eight (8) years of experience supervising or overseeing IT-related programs or projects.

At least five (5) years of experience managing IT-related projects, including demonstrated leadership on at least three (3) successful projects delivered on time and on budget.

At least five (5) years of experience managing no fewer than three (3) projects in a financial aid environment.

Proven experience leading product teams supporting systems in production, particularly at a scale similar to the project.

Experience launching new products, capabilities, enhancements, or modernization initiatives.

Experience aligning products with business processes, technical solutions, stakeholder needs, and operational workflows.

Experience creating and managing prioritized product backlogs, roadmaps, release plans, user stories, and acceptance criteria.

Proven track record successfully implementing projects using Agile methodologies.

Experience with Agile delivery tools such as Jira.

Strong experience managing scope, schedule, budget, resources, risks, issues, vendors, and quality measures.

Strong written and verbal communication skills, including executive-level reporting, stakeholder communication, and product documentation.

Preferred Experience

The Technical Product Manager should preferably have experience or knowledge in the following areas:

Knowledge of modern technologies, Agile development practices, human-centered design, and data-informed decision-making.

Experience making research-informed and data-informed product decisions.

Experience delivering measurable value for users and ensuring a high-quality user experience.

Experience communicating and managing change across business, technical, vendor, and executive stakeholder groups.

Experience working in complex public-sector, education, financial aid, or benefits-related technology environments.

Experience translating product strategy, roadmap priorities, and stakeholder needs into actionable delivery work.

Experience supporting production systems while also planning and delivering new product capabilities.

Education

1. Bachelor s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, or other related discipline. Master s degree and/or project management certification is preferred.

2. Individuals proposed for the project manager must possess current certification as Project Managers - Project Management Institute (PMI) certified Project Management Professional (PMP ), PMI-ACP and CSM or Industry equivalent.
