Job Description:
Manager, Data Engineering

Location: Denton, TX (onsite 5 days/week for the contract period, then onsite 3 days/week as a possibility)

Duration: Contract-to-Hire

Role Overview

This position leads the enterprise data engineering function and the institutional data governance program. The Manager will be responsible for the architecture, development, and support of the Operational Data Store (ODS), Enterprise Data Warehouse (EDW), Data Lake, and data integration pipelines. This is a hands-on leadership role that requires the ability to review, optimize, and approve code while also guiding the team from a technical architecture and design perspective. The manager will also direct data governance strategy, policy, and stewardship activities.

Key Responsibilities
  • Lead, mentor, and supervise a team of data engineers, integration developers, a database administrator, and data analysts.
  • Design, build, and maintain scalable data integration pipelines and data models supporting the ODS, EDW, and Data Lake.
  • Oversee the development and support of ETL/ELT processes using tools such as SSIS, Oracle Integration Cloud (OIC), or SnapLogic.
  • Establish and enforce data architecture standards, integration patterns, and best practices for data quality, lineage, and metadata management.
  • Serve as the institution's data management officer, leading the development and implementation of the data governance program.
  • Develop and maintain institutional data policies, standards, and definitions in alignment with applicable requirements.
  • Ensure integration architecture supports both batch and real-time data needs across the institution.
  • Collaborate with various departments to ensure data supports accurate reporting, compliance, and decision-making.
Required Qualifications

Education: A Bachelor's degree in Computer Science, Data Science, Information Systems, or a related field is required.

Experience: A minimum of 10 years of progressively responsible experience in data engineering and data governance, or an equivalent field, is required. The role requires demonstrated supervisory or management experience leading technical teams.

Technical Skills:
  • Demonstrated experience building and supporting enterprise data systems such as ODS, EDW, and Data Lakes using Microsoft, Oracle, Snowflake, Amazon, or other data platforms.
  • Proficiency in PL/SQL and/or T-SQL with experience in database development or administration on Oracle and/or SQL Server platforms.
  • Experience with ETL/integration tools such as SSIS, Azure Data Factory (ADF), Oracle Integration Cloud (OIC), or SnapLogic.
  • Experience building and supporting application integrations, data integrations, BI solutions, reports, and dashboards.
Preferred Qualifications
  • Direct experience serving as a data management officer at a public university in Texas.
  • Working knowledge of Texas DIR requirements, Texas Data Management Framework, and Texas Administrative Code (TAC) 202.
  • Experience with higher education platforms such as Ellucian Banner/Colleague, PeopleSoft/Oracle Campus Solutions, Workday, Salesforce, or Canvas.
  • Certifications such as DAMA CDMP, Microsoft Certified: Azure Data Engineer, or relevant Oracle certifications.
  • Experience with cloud data platforms (Azure, AWS, or Snowflake) in a higher education or public sector setting.
  • Familiarity with data privacy and compliance frameworks (FERPA, HIPAA, etc.).
