Credential Management Lead (Credentialing & PKI SME)

Position Overview

The Credential Management Lead will serve as the subject matter expert (SME) responsible for the discovery and assessment of existing credentialing processes, including Personal Identity Verification (PIV) card issuance, lifecycle management, and Public Key Infrastructure (PKI) capabilities.

The Credential Management Lead will evaluate current credentialing operations against Federal requirements, including HSPD-12 and FIPS 201 standards, and provide technical guidance for developing secure, scalable credential management processes and PKI integration strategies.

Responsibilities

  • Lead discovery and assessment activities for current credentialing systems, processes, and technologies.
  • Assess PIV credential issuance, enrollment, activation, renewal, revocation, and lifecycle management processes.
  • Evaluate Client Badging Office operations and identify opportunities for process improvements and modernization.
  • Assess PKI infrastructure, certificate lifecycle management, and enterprise credential services.
  • Ensure credential management capabilities align with Federal identity standards, including HSPD-12 and FIPS 201 requirements.
  • Provide technical expertise on PKI architecture, certificate management, authentication mechanisms, and credential security.
  • Develop recommendations, roadmaps, and implementation strategies for credential management modernization.
  • Collaborate with ICAM architects, identity governance teams, cybersecurity stakeholders, and government personnel to define future-state credentialing capabilities.
  • Support integration planning between credential management solutions, identity platforms, authentication services, and enterprise applications.
  • Develop technical documentation, assessment reports, process workflows, and governance artifacts.
  • Identify credentialing risks, compliance gaps, and opportunities to improve identity assurance and operational efficiency.

Required Qualifications

  • Minimum of 7+ years of experience in credential management, PKI, identity management, or ICAM-related disciplines.
  • Demonstrated experience supporting Federal identity credentialing programs and ICAM initiatives.
  • Strong understanding of PIV credential lifecycle management, including issuance, enrollment, activation, renewal, suspension, and revocation.
  • Experience assessing and implementing PKI solutions, certificate services, and identity authentication technologies.
  • Knowledge of Federal credentialing standards, including HSPD-12 and FIPS 201.
  • Experience evaluating identity assurance processes, credentialing workflows, and security controls.
  • Experience working with government stakeholders, security teams, and enterprise identity programs.

Desired Qualifications

  • Experience supporting Federal ICAM implementations, identity modernization programs, or Zero Trust initiatives.
  • Hands-on experience with PKI technologies and certificate management platforms, including:
    • Certificate Lifecycle Management (CLM) solutions
    • Smart card and PIV authentication technologies
  • Familiarity with Federal identity frameworks and standards, including:
    • Federal Identity, Credential, and Access Management (FICAM)
    • NIST SP 800-63 Digital Identity Guidelines
    • NIST SP 800-53 Security and Privacy Controls
    • FIPS 201 Personal Identity Verification (PIV)
  • Experience supporting ICAM engagements involving establishment of credentialing processes, PKI architecture, and enterprise identity capabilities.
