Job Description

Seeking an experienced and results-driven Business Development Manager to expand our employer network throughout the United States.

This full-time, on-site position is based in Irving, Texas. The Business Development Manager will identify employers experiencing workforce shortages, evaluate their hiring needs, and introduce appropriate immigration-based workforce solutions.

The successful candidate will manage the complete business development cycle—from prospecting and discovery through presentations, negotiations, agreement execution, and employer onboarding. This role requires strong knowledge of employment-based immigration programs, excellent consultative sales abilities, and the confidence to communicate with business owners, executives, and HR professionals.

The Business Development Manager will work closely with Pine Visa’s recruitment, operations, compliance, and immigration legal teams to ensure services are represented accurately and employer accounts transition smoothly from sales to implementation.

Key Responsibilities

  • Identify and develop new employer partnerships throughout the United States
  • Build relationships with business owners, executives, HR leaders, and industry partners
  • Evaluate employers’ workforce challenges and recommend appropriate EB-3, H-2B, or H-2A solutions
  • Generate qualified leads through outbound calls, email campaigns, referrals, networking, conferences, and industry events
  • Conduct discovery calls, employer meetings, and professional sales presentations
  • Manage the complete sales cycle—from initial outreach through agreement and onboarding
  • Negotiate agreements while maintaining regulatory, ethical, and company standards
  • Maintain accurate lead, activity, and pipeline records in HubSpot
  • Collaborate with recruitment, operations, compliance, and immigration legal teams
  • Develop and maintain long-term employer and strategic partner relationships
  • Monitor industry trends, labor-market conditions, and emerging business opportunities
  • Achieve established monthly and quarterly business development goals
  • Represent Pine Visa professionally at trade shows, conferences, and employer meetings
  • Contribute to national growth strategies and business development initiatives

Required Qualifications

  • Bachelor’s degree in Business, Marketing, Communications, International Relations, or a related field
  • At least five years of professional experience in business development, B2B sales, staffing, recruitment, workforce solutions, or a related field
  • Strong knowledge of U.S. employment-based immigration and temporary worker programs
  • Familiarity with EB-3, H-2B, and H-2A visa programs
  • Proven ability to generate leads independently, manage a sales pipeline, and convert opportunities into employer partnerships
  • Demonstrated success in building and maintaining long-term client relationships
  • Excellent communication, presentation, negotiation, and relationship-management skills
  • Ability to explain complex immigration and workforce processes clearly and accurately
  • Strong strategic thinking, market research, and problem-solving abilities
  • Excellent organizational and time-management skills
  • Ability to manage multiple opportunities and meet deadlines in a fast-paced environment
  • Proficiency with CRM platforms, spreadsheets, and presentation software
  • Strong commitment to professional ethics, transparency, and regulatory compliance
  • Willingness to travel for conferences, industry events, and client meetings
  • Legal authorization to work in the United States

Preferred Qualifications

  • Experience using HubSpot or a comparable CRM platform
  • Previous experience in immigration services, international recruitment, staffing, or workforce development
  • Established employer relationships within hospitality, manufacturing, agriculture, construction, logistics, healthcare, or related industries
