Job Description

Technical Program Manager - LMS Platform Solutions

Location: Remote / Hybrid / Office Location

Employment Type: Full-time

About the Role

We are looking for a Technical Program Manager who can operate at the intersection of client engagement, solution design, and delivery execution. This is a hands-on, client-facing role: you will engage prospects and clients during pre-sales, shape technical solutions, translate them into actionable plans, and work closely with engineering, QA, and DevOps teams to deliver them. You will typically run multiple client engagements in parallel, owning outcomes across a portfolio of projects rather than a single delivery. The primary focus is on enterprise eLearning / LMS platform solutions, but the role extends to any technical integration or platform engagement across our portfolio.

The ideal candidate combines strong project management discipline with genuine technical depth - able to hold their own in architecture discussions, evaluate integration approaches, and speak credibly about AI capabilities and their practical application in client solutions.

Key Responsibilities

Pre-Sales & Solutioning

  • Participate in pre-sales engagements: discovery calls, technical Q&A, capability presentations, and client workshops.
  • Lead technical discussions with client stakeholders, translating business requirements into solution architectures and delivery approaches.
  • Design end-to-end solutions for LMS platform implementations, integrations, and customizations in collaboration with solution architects.
  • Create, review, and refine proposals, SoWs, effort estimates, and RFP/RFI responses - ensuring technical accuracy, feasibility, and commercial viability.

Program & Delivery Management

  • Manage a portfolio of concurrent client engagements, balancing priorities, timelines, and shared engineering resources across projects.
  • Own project planning, scoping, and execution across the delivery lifecycle - from kickoff through UAT and production go-live.
  • Identify and manage cross-project dependencies, resource contention, and sequencing decisions; escalate trade-offs to leadership with clear options.
  • Work with development, QA, and DevOps teams to break down solutions into tasks, track progress, remove blockers, and ensure timely delivery.
  • Manage cross-functional and multi-vendor coordination, including third-party content providers, client IT teams, and partner organizations.
  • Drive scope, risk, and change management with clear documentation and stakeholder alignment.

Technical Scope

  • Lead LMS platform setup, configuration, and customization projects (e.g., Open edX, Moodle, or comparable enterprise LMS platforms).
  • Oversee integration workstreams, including:
  • SSO / Identity integration - OAuth 2.0, OIDC, SAML, JWT-based flows with identity providers (e.g., Keycloak, Entra ID, Okta).
  • Content integration and migration - course content packaging and transfer, LTI / SCORM / xAPI / CMI5 standards, bulk migration between environments (staging/UAT/production).
  • Platform and API integrations - CRM, eCommerce, analytics pipelines, notification systems, and other enterprise systems.
  • Apply working knowledge of AI technologies (LLMs, AI-assisted learning features, automation, RAG/chatbot patterns) to solution design and client conversations.

Reporting & Governance

  • Provide regular, structured status reporting to internal leadership and client stakeholders - progress, risks, dependencies, and milestones - at both the individual project and portfolio level.
  • Maintain project governance artifacts: RACI matrices, project plans, meeting minutes, decision logs, and escalation paths.
  • Track delivery metrics and communicate outcomes clearly across technical and non-technical audiences.

Required Qualifications

  • 7+ years of experience in technical program/project management, technical account management, or solution delivery roles, with at least 3 years in client-facing positions.
  • Proven ability to manage multiple concurrent projects or client engagements, including prioritization and dependency management across a shared delivery team.
  • Demonstrated experience in pre-sales support: solutioning, proposal writing, estimation, and technical presentations.
  • Solid technical foundation - able to understand and discuss system architecture, APIs, authentication protocols, data flows, and integration patterns.
  • Hands-on familiarity with SSO / identity concepts (OAuth 2.0, OIDC, SAML, JWT).
  • Experience with LMS platforms or enterprise SaaS product implementations; content standards knowledge (SCORM, LTI, xAPI) is a strong plus.
  • Working knowledge of AI/ML concepts and current AI tooling, with the ability to evaluate and articulate AI use cases in client solutions.
  • Strong stakeholder management skills across clients, vendors, and internal engineering teams.
  • Excellent written and verbal communication - proposals, reports, and documentation must be clear, structured, and client-ready.
  • Proficiency with project management tools (JIRA, MS Project, or equivalent) and Agile/Scrum delivery practices.

Preferred Qualifications

  • Prior experience with Open edX or similar open-source LMS ecosystems.
  • Exposure to cloud platforms (Azure, AWS) and containerized deployments (Kubernetes/AKS).
  • Experience working with government, education, or large enterprise clients, including multi-vendor consortium environments.
  • Experience managing content migration projects between UAT and production environments.
  • PMP, PRINCE2, CSM, or equivalent certification.
  • Background in software engineering or solution architecture before moving into project management.

What Success Looks Like

  • Proposals and estimates that win business and hold up during delivery.
  • Client stakeholders who trust you as both a technical advisor and a delivery owner.
  • Engineering teams that have clear priorities, unblocked paths, and realistic timelines - even when multiple engagements compete for the same people.
  • A portfolio of projects delivered on schedule with transparent, proactive reporting throughout, and no engagement left drifting because attention went elsewhere.
