Location: Remote – East Coast Residents Encouraged
Employment Type: Full-Time
Salary Range: $170,000 – $180,000
Citizenship/Clearance Requirement: U.S. Citizen with the ability to obtain and maintain a Public Trust Clearance
Work Schedule: Remote; occasional travel to government client locations and events may be required

The Opportunity

RCG is seeking an experienced Agency Program Manager to lead complex programs supporting civilian federal government customers.

This key leadership role has overall responsibility for contract performance, delivery, financial management, staffing, compliance, and customer relationships. The Program Manager will serve as the primary liaison between RCG and government stakeholders, ensuring program activities align with agency objectives, contractual requirements, schedules, and budgets.

The ideal candidate is an experienced federal program leader with a strong understanding of both contract delivery and business operations.

What You’ll Do

Program & Contract Management

  • Provide overall leadership and accountability for complex federal contracts, task orders, and related workstreams.
  • Establish program objectives, priorities, schedules, and performance expectations.
  • Develop and maintain Program Management Plans, Work Breakdown Structures (WBS), schedules, and risk registers.
  • Ensure contract deliverables meet quality, schedule, performance, and customer requirements.
  • Maintain compliance with contract terms, Federal Acquisition Regulation (FAR) requirements, agency policies, and applicable governance standards.
  • Manage the contract lifecycle, including transition, staffing ramp-up, execution, performance management, and closeout.
  • Support acquisition activities and documentation, including Statements of Work (SOWs), Performance Work Statements (PWSs), and Independent Government Cost Estimates (IGCEs), as required.

Financial & Resource Management

  • Manage program budgets, costs, forecasts, funding, invoices, and overall financial performance.
  • Allocate personnel and resources across projects and workstreams based on program priorities.
  • Coordinate staffing and workforce planning with recruiting and operational teams.
  • Oversee applicable government and contractor property requirements.

Customer & Team Leadership

  • Serve as the primary interface with government stakeholders, including Program Managers, Contracting Officer’s Representatives (CORs), and Contracting Officers (COs).
  • Build and maintain strong customer relationships.
  • Lead cross-functional teams spanning technical delivery, operations, finance, contracts, quality, and staffing.
  • Manage subcontractor performance and resolve personnel, project, and delivery issues.
  • Coordinate with internal corporate functions and executive leadership to support program objectives.

Performance, Risk & Growth

  • Monitor program cost, schedule, quality, performance, and contractual metrics.
  • Prepare contract performance reports, status updates, and customer briefings.
  • Identify and mitigate program risks and maintain audit-ready documentation.
  • Partner with business development and leadership to identify contract expansion, follow-on work, and new task-order opportunities.
  • Support capture and proposal activities by providing program performance insights, lessons learned, and customer knowledge.

What We’re Looking For

  • 10+ years of experience supporting civilian federal government agencies, with significant responsibility for federal program or contract delivery.
  • 8+ years of supervisory or team leadership experience.
  • Proven experience managing large, complex federal contracts, IDIQs, BPAs, task orders, or multi-project programs.
  • Strong knowledge of FAR, federal acquisition processes, contract compliance, and federal contracting best practices.
  • Experience managing program budgets, financial forecasts, staffing, schedules, resources, risks, and performance.
  • Experience working directly with CORs, COs, government Program Managers, and senior stakeholders.
  • Demonstrated ability to lead cross-functional teams and manage subcontractors.
  • Strong customer relationship management, leadership, negotiation, problem-solving, and conflict-resolution skills.
  • Excellent written and verbal communication skills, including experience briefing senior government and corporate leadership.
  • Ability to work independently and effectively manage multiple priorities.

Preferred Qualifications

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Experience supporting CMMI and ISO processes and reporting.
  • Experience with federal services capture, proposal development, or business growth.
  • Prior NOAA or Department of Commerce experience.
  • Experience managing Information Technology programs or task orders.

Work Environment

This is a remote position, with East Coast residents encouraged to apply due to customer interaction and program requirements. Occasional travel may be required, primarily to the Washington, DC/Silver Spring, Maryland area, for customer meetings, conferences, industry events, and other program activities.
