? Lead the future of engineering excellence in the Pacific.

SOSi is seeking an accomplished Engineering Branch Chief to drive mission-critical engineering operations at Camp H.M. Smith in Honolulu. This high-impact leadership role oversees multidisciplinary teams, technical execution, and strategic initiatives supporting a vital government mission in a fast-paced defense environment.

Essential Job Duties
  • Develop and implement engineering policies, procedures, and quality assurance measures to ensure alignment with organizational goals and government/military standards.
  • Establish long-term strategic plans for the engineering branch and ensure alignment with enterprise-wide objectives.
  • Serve as the primary liaison between government/military USPACOM HQ customers and contractor engineering staff, ensuring seamless communication and alignment of technical objectives.
  • Act as the senior representative for the engineering branch in cross-organizational and customer-facing engagements.
  • Oversee the planning, communication, and execution of engineering tasks in accordance with government/military customer direction and timelines.
  • Lead and manage a team of engineers and technical staff across multiple disciplines and time zones, providing clear direction, supervision, and support to achieve project and organizational objectives.
  • Foster a culture of collaboration, innovation, and professional growth within the engineering branch.
  • Ensure compliance with applicable regulations, standards, and best practices, including government policies, cybersecurity requirements, and industry benchmarks.
  • Conduct periodic audits and reviews to validate adherence to policies and procedures.
  • Provide technical guidance and mentorship to engineering staff, ensuring the development of technical expertise and leadership within the team.
  • Facilitate training initiatives and professional development opportunities for engineering personnel.
  • Support proposal development by providing technical input, cost estimates, and resource allocation plans.
  • Collaborate with program management on budgeting, resource planning, and staffing requirements for engineering projects.
  • Monitor project performance, risk, and schedule to ensure timely and cost-effective delivery of engineering solutions.
  • Develop risk mitigation strategies and contingency plans for critical engineering challenges.
  • Represent the engineering branch in reviews, audits, and briefings, ensuring accurate and effective communication of technical achievements and challenges.
  • Provide authoritative input during program reviews, customer briefings, and strategic planning sessions.
  • Evaluate engineering processes, workflows, and tools to identify areas for improvement and increased efficiency.
  • Drive innovation and adoption of emerging technologies to enhance enterprise IT capabilities.
  • Regularly interface with government/military customers to assess needs, expectations, and satisfaction with engineering services.
  • Ensure engineering solutions are tailored to customer requirements and mission objectives.
  • Compile and deliver comprehensive branch-level reports summarizing accomplishments, challenges, and resource needs to senior leadership.
  • Ensure proper custody, accountability, and reporting of government-owned equipment and assets within the branch.


Qualifications

Minimum Requirements
  • An Active in-scope TOP SECRET clearance with SCI eligibility.
  • Must qualify as DCWF 651 Enterprise Architect - Intermediate:
    • Bachelors in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering.
    • OR hold a SecurityX, CCSP, Cloud+, CSSLP, FITSP-D, GDSA, or GSEC certification.
  • Must qualify as DCWF 802 IT Project Manager - Intermediate:
    • Bachelors in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering.
    • OR hold a SecurityX, DAWIA PM Practitioner, GSEC, or Security+ certification.
  • Minimum ten years of IT experience, with at least five years in a leadership or supervisory role.
  • Experience working with or for government agencies or in a DoD government contracting environment.
  • Strong understanding of systems engineering, project management, and lifecycle development.
  • Demonstrated leadership and interpersonal skills.
  • Able to communicate effectively, verbally and in writing.
  • Customer-service oriented with a willingness to participate and assist.
  • Comprehensive knowledge of the principles, methods, and techniques used in IT solutions implementation, administration, troubleshooting and support.

Preferred Qualifications
  • Project Management Professional Certification.
  • CISSP certification.
  • Well-versed in Department of Defense (DoD) protocols, procedures and regulations.
  • Five or more years of experience supporting Mission Partner Environment Engineering, Projects or Operations and Maintenance (O&M).
  • Experience in ITIL framework and ITIL best practices.


Additional Information

Work Environment
  • Working conditions are normal for an office environment, with occasional remote work options.
  • Requires periods of non-traditional hours including consecutive nights or weekends.
  • Fast paced, deadline-oriented environment.
  • Occasional travel may be required, both domestically and internationally, to visit project sites or other locations as needed.
  • May require the ability to lift/and or move computer hardware and office equipment.
