£66,448 - £70,590 (Grade 13)

Scotland Excel is the Centre of Procurement Expertise for local government in Scotland. Established in 2008, they are a leading public sector shared service and operate as a non-profit organisation funded by Scotland’s 32 local authorities.

Scotland Excel has a contract portfolio that supports the delivery of a wide range of essential public services provided by councils and includes contracts for social care. This is designed to maximise the value of council spending through savings, efficiency and innovation and their contracts also facilitate national and local policy priorities, support the local economy, and generate additional social value for Scotland’s communities.

We have created the new role of Information and Communications Manager within our Customer and Business Services Directorate. The role has been designed to provide operational management across our Business intelligence, ICT and Marketing & Communications functions.

These functions are core to our day-to-day operations, how we interact with our clients and provide us with the data to ensure we continue to deliver an exceptional customer service.

Within the role you will provide strategic and operational leadership, driving digital transformation, cyber security, stakeholder engagement, business continuity, risk management, and financial governance, and critically, how we use and manage data to drive decision making and service levels. As a key member of the Customer and Business Services Management Team, you will help shape organisational policy, deliver strategic objectives, manage budgets, and represent Scotland Excel across local and national forums, while fostering strong relationships with internal and external stakeholders.

The ideal candidate will be an experienced operational leader with exposure to managing a diverse range of functions and who brings exceptional people management skills. You will be able to demonstrate a commercial mindset and a proven ability to manage a range of functions and to be an advocate of cross-team working to seek opportunities for collaboration across the teams to further enable the function.
