Data Analyst (Engineering Resource Management)

Enable data-driven engineering resource allocation and strategic capacity planning across the R&D organisation. This role provides the Resource Planning team and senior management with accurate, actionable analytics on engineering resource utilization, demand forecasting, and project feasibility analysis. The role is critical to ensuring optimal allocation of engineering talent to high-priority projects on the roadmap. 

SCOPE AND SCALE:

• Analysis across ~80-150+ engineers in the PCP R&D engineering resource base 
• Portfolio-level visibility across 10-25+ concurrent projects 
• Support for capital and resource budgeting decisions 
• Integration with enterprise resource planning and project management tools 

🔹 Resource Database and Tool Management 

Maintain and continuously update the resource allocation database and dedicated resource management tool, ensuring accuracy of engineer skills, availability, project assignments, and planned capacity. Develop and maintain data validation procedures and automated integrity checks. 

🔹 Scenario Analysis and Planning Support 

Conduct scenario analysis to evaluate feasibility of new projects against available engineering capacity. Model multiple resource allocation scenarios and support what-if analysis for strategic decisions on project prioritization and roadmap adjustments. 

🔹 Capacity Planning and Demand Forecasting 

Analyze current and projected resource utilization across projects. Identify capacity gaps, bottlenecks, and resource constraints by skill set. Develop capacity forecasts for 6-12 month horizons to support staffing and recruitment planning decisions. 

🔹 Data Analysis and Reporting 

Extract, transform, and analyze complex resource data from multiple sources. Create dashboards and automated reporting for stakeholder visibility. Produce regular reports on resource utilization, project allocation, and KPIs. Develop data-driven insights and recommendations for senior management. 

🔹 Cost and Resource Estimation 

Support project cost estimation based on resource allocation models. Analyze cost implications of different resource allocation strategies. Provide cost-benefit analysis for make-vs-buy and outsourcing decisions. 

🔹 Continuous Improvement and Framework Development 

Maintain and enhance the resource analysis and management framework in collaboration with the Resource Planning team. Implement process improvements and efficiency gains in resource tracking and analysis. Evaluate and recommend enhancements to resource management tools and systems. 

🔹 Stakeholder Collaboration and Communication 

Liaise with R&D Managers, Programme/Design Controllers, and Leadership to understand resource planning needs. Present findings and recommendations to senior management. Support resource allocation decisions through clear data storytelling. Work with Finance and HR on resource budget and headcount planning.

Success in this role will be measured by: 

• Resource forecasts and capacity plans align with actual outcomes within <5% variance 
• Resource database reflects real-time project status with >95% data accuracy 
• Resource managers and senior leadership use analytical outputs in >80% of resource allocation decisions 
• Automation of recurring reports and analyses reduces manual effort by >30% year-on-year 
• Analysis and recommendations lead to measurable improvements in resource utilization and project delivery 
• Ad-hoc analytical requests completed within agreed SLAs (typically 5-10 working days) 

• 4-7 years' experience in data analysis, business analytics, resource planning, or related quantitative roles 
• Advanced proficiency in Excel, including pivot tables, VLOOKUP, INDEX-MATCH, data consolidation, and macros 
• Experience with Power BI, Tableau, or similar data visualization and analytics tools 
• Intermediate SQL skills or equivalent ability to extract and transform data
• Experience with Python or R for data processing and analysis 
• Understanding of project and resource management concepts and practices 
• Ability to analyze large, complex datasets and identify patterns, trends, and anomalies 
• Strong written and verbal communication in English; ability to communicate clearly with senior management 
• Excellent interpersonal skills; ability to build relationships with cross-functional teams 
• Detail-oriented; able to maintain data integrity and follow processes consistently 
• Resilient and proactive; comfortable with ambiguity and capable of persistent problem-solving
