Overview

Our client is seeking a Project Manager (Pipeline) to deliver pipeline, station, and terminal projects. The portfolio centers on third-party pipeline operations and maintenance for customers in Texas and Louisiana, along with maintenance projects on company-owned assets. You'll typically manage 3 to 8 concurrent small-to-mid-size projects across the full lifecycle.

Responsibilities

  • Develop project scopes of work, cost estimates, schedules, work plans, and resource requirements during initiation and planning.
  • Manage implementation, including design, engineering, purchasing and contracting, construction, startup and commissioning, and closing, of petroleum industry projects, with current reports on project status and cost forecasting.
  • Evaluate and obtain approval of changes to project scope, budget, and schedule, and complete all required change documentation.
  • Lead or facilitate meetings and ensure minutes are documented and distributed.
  • Plan and organize system and facility downtime, startup, and commissioning with Operations, Transportation, the Control Center, and other functional departments.
  • Manage multi-discipline projects and direct third-party engineering firms on scope and drawing creation, personally owning scope, schedule, and estimates.
  • Prepare customer pipelines for in-line inspection (ILI) tool runs, pressure testing, digs, and piping revisions and connections.
  • Track time against project work orders for charge-back to customer projects.
  • Serve as the primary conduit between internal asset teams and the customers whose lines are being worked, maintaining a customer-first, service-oriented approach.
  • Provide subject-matter input to district and corporate support staff.
  • Own project closeout from start to finish, including punch lists, as-built drawings, operating manuals, PMs, equipment tagging, device settings, and completion certificates.

Required Qualifications

  • Bachelor's degree in Engineering, OR PMI Project Management certification, OR 10 years of experience managing projects in the petroleum industry
  • 10+ years of project management experience
  • Hands-on pipeline project experience, including phase-gate processes and required documentation
  • Experience in most phases of engineering, construction, and operations of pipeline, station, and terminal facilities
  • Familiarity with DOT pipeline compliance (about 95% of projects are DOT-regulated) and with welding procedures
  • Ability to build schedules in Primavera or Microsoft Project
  • Strong cost control and forecasting skills
  • Willingness to travel 25-50%, typically 2-3 day trips across Texas and Louisiana
  • Position is subject to DOT drug and alcohol regulations
  • Ability to work outdoors in all weather conditions, at heights over 5 feet, around moving mechanical and rail equipment, petroleum fumes, high noise, and uneven terrain, and near open water, using FRC and PPE as required
  • Excellent written and verbal communication and organizational skills, and the ability to work independently with tact and professionalism

Preferred Qualifications

  • Primavera Advanced proficiency
  • EIT certification with intent to obtain a PE license, or a PE license
  • PMI certification (PMP)
  • An entrepreneurial approach to reducing costs and improving processes

Pay rate: $70-75/hr (W2). This is a 6+ month contract position, hybrid (3 days/week onsite) in Baytown, TX, with 25-50% travel.
