Business Analyst 2

## Job Summary

We are seeking an experienced **Business Analyst 2 – Delivery & Validation** to support the Project Management Office (PMO) on a variety of technology initiatives, including **application modernization, technology upgrades, infrastructure projects, system migrations, and production implementations**.

The Business Analyst will work closely with business stakeholders, Project Managers, application development teams, architects, technical teams, vendors, and other project partners to understand business needs and translate them into clear, structured, and actionable requirements.

This position has a strong emphasis on **requirements traceability, solution validation, User Acceptance Testing (UAT), business readiness, and transition to production**. The successful candidate should be comfortable independently managing business analysis activities across multiple initiatives while identifying gaps, risks, dependencies, and opportunities for improvement.

## Key Responsibilities

* Elicit, analyze, validate, document, and manage business and functional requirements.
* Facilitate requirements-gathering sessions with business stakeholders, project teams, developers, architects, and other technical resources.
* Translate business needs into clearly defined requirements, workflows, business rules, functional specifications, and acceptance criteria.
* Develop and maintain **current-state and future-state process documentation**.
* Perform gap analysis, process analysis, impact assessments, and dependency analysis.
* Evaluate proposed technology solutions against documented business requirements, processes, constraints, and expected business outcomes.
* Identify solution gaps, risks, dependencies, and areas requiring additional analysis or resolution.
* Maintain traceability between requirements, solution decisions, changes, testing activities, defects, and stakeholder acceptance.
* Analyze requirement and scope changes and document their business and operational impacts.

## User Acceptance Testing & Business Validation

A significant component of this role involves coordinating and supporting **business validation and User Acceptance Testing (UAT)**.

Responsibilities include:

* Translate approved requirements and business processes into structured UAT scenarios and test cases.
* Develop requirements-based test scenarios, acceptance criteria, and validation documentation.
* Coordinate business testers, testing schedules, environments, and testing activities.
* Support execution of UAT and business validation testing.
* Track test results, issues, defects, and resolutions.
* Maintain traceability between requirements, test cases, defects, validation results, and stakeholder approval.
* Facilitate defect review and resolution discussions between business and technical teams.
* Support regression testing where appropriate.
* Perform or coordinate business process and data validation.
* Document formal business acceptance and validation outcomes.

## Application Modernization & Technology Projects

The Business Analyst will support initiatives including:

* Application modernization
* Technology upgrades
* Infrastructure changes
* System migrations
* Internally developed applications
* Application releases
* Data migrations
* Production implementations
* Regulatory and operational systems

The analyst will identify affected applications, stakeholders, processes, systems, integrations, business rules, and operational dependencies.

## Business & Operational Readiness

The Business Analyst will help ensure that technology changes are successfully introduced into the production environment.

Responsibilities may include:

* Conducting business and operational readiness assessments.
* Identifying impacted business units, systems, users, and processes.
* Supporting application and release readiness activities.
* Participating in migration and production cutover planning.
* Identifying operational dependencies and implementation risks.
* Supporting production deployment activities.
* Coordinating post-implementation validation.
* Supporting transition-to-production activities.
* Documenting outstanding risks, issues, and follow-up actions.

## Stakeholder & Change Support

* Assess how proposed system and process changes will affect users and stakeholders.
* Develop clear communications regarding upcoming changes.
* Create or contribute to user guides, process documentation, job aids, release communications, and training materials.
* Assist business teams with adoption of new applications, functionality, and processes.
* Facilitate meetings and workshops involving both business and technical participants.
* Communicate project risks, issues, gaps, dependencies, and recommendations proactively.

## Required Qualifications

* Demonstrated experience performing **business analysis for complex technology initiatives**.
* Experience supporting projects involving application modernization, technology upgrades, infrastructure initiatives, system migrations, or similar technology programs.
* Strong experience with requirements elicitation, analysis, validation, and documentation.
* Experience creating business requirements and functional requirements.
* Experience documenting workflows, business rules, processes, acceptance criteria, and functional needs.
* Experience developing **current-state and future-state process documentation**.
* Experience performing gap analysis, impact analysis, dependency analysis, and process analysis.
* Strong experience supporting **User Acceptance Testing (UAT)** and business validation.
* Experience developing requirements-based test scenarios and test cases.
* Experience coordinating business testers and test execution.
* Experience tracking defects, test results, and stakeholder acceptance.
* Understanding of requirements traceability throughout the software or project delivery lifecycle.
* Experience supporting releases, implementations, migrations, or production cutovers.
* Strong written documentation and professional communication skills.
* Ability to communicate effectively with both technical and non-technical stakeholders.
* Strong organizational, analytical, problem-solving, and facilitation skills.
* Ability to independently manage assigned deliverables and competing priorities.

## Highly Desired Qualifications

* Experience using **Azure DevOps (ADO)** for requirements, work items, test cases, defects, validation results, and project delivery documentation.
* Experience with comparable tools such as Jira or other application lifecycle/project/test-management platforms.
* Experience supporting regulatory, compliance, or public-sector technology environments.
* Experience supporting internally developed enterprise applications.
* Experience with **CAI or InfoMap** is highly desirable.
* Experience documenting statutory or regulatory requirements and translating them into system or business requirements.
* Experience supporting application readiness, regression validation, migrations, and post-production validation.

## Ideal Candidate

The ideal candidate is a hands-on Business Analyst who can take ownership of an initiative from **requirements discovery through validation and production readiness**.

This individual should be equally comfortable facilitating stakeholder discussions, documenting detailed requirements, creating UAT scenarios, tracking defects, analyzing solution gaps, and working with technical teams to ensure that delivered solutions meet the original business need.

The successful candidate must be able to work independently, navigate ambiguity, manage multiple priorities, proactively identify risks and gaps, and provide thoughtful recommendations to project leadership and business stakeholders.

## Work Schedule

This position follows a **hybrid work model requiring two onsite days per week**.

**Wednesday is a mandatory onsite day.**

Candidates must be able to comply with the onsite requirements of the assignment.
