Business Analyst - Social Housing

About the Role

We are seeking an experienced Business Analyst with strong Social Housing experience, excellent data analysis skills and hands-on Front End configuration experience to support the delivery, development and continuous improvement of housing management systems and digital services.

The role is based in Borehamwood, with a requirement to work on-site three days per week.

You will work closely with business stakeholders, operational teams, technical teams and suppliers to identify business improvement opportunities, translate requirements into effective system solutions and configure Front End functionality to meet operational needs.

The successful candidate will combine business analysis, data analysis and practical system configuration skills to deliver solutions that improve operational efficiency, data quality and resident experience.

Key Responsibilities

• Work with stakeholders across Housing Advice, Homelessness, Allocations, Income, Repairs, Property Services and Tenancy Management to understand business needs and priorities.
• Elicit, analyse and document business requirements, business processes and functional specifications.
• Translate business requirements into user stories, acceptance criteria, functional specifications and product backlog items.
• Own, prioritise and manage the product backlog, ensuring alignment with business objectives.
• Take responsibility for Front End system configuration, including screens, forms, fields, workflows, business rules, validation rules, user journeys and layouts, where supported by the relevant housing system.
• Work with technical teams and suppliers on system enhancements, integrations, configuration changes and defect resolution.
• Facilitate workshops, stakeholder meetings, requirements-gathering sessions and process-mapping exercises.
• Identify opportunities to improve business processes, system usability, data quality and customer experience.
• Support system testing, configuration testing, user acceptance testing (UAT), implementation and post-implementation reviews.
• Ensure configured solutions meet business requirements, information governance standards and relevant regulatory requirements.

Essential Experience and Knowledge

Candidates must have demonstrable experience within the Social Housing sector, with a good understanding of the following business areas:

• Housing Advice - housing options, prevention and relief advice, housing needs assessments, referrals and support for households at risk of homelessness.
• Homelessness - homelessness applications, assessments, statutory duties, prevention and relief cases, temporary accommodation and homelessness case management.
• Allocations and Lettings - application management, eligibility, prioritisation, nominations and property offers.
• Choice-Based Lettings (CBL) - property advertising, bidding processes, shortlisting and allocation outcomes.
• Rents and Income Management - rent setting, rent accounts, arrears management, income collection and payment processing.
• Repairs and Maintenance - repairs reporting, repairs diagnostics, work orders, contractor management, scheduling and service performance.
• Estates Management - communal areas, estate inspections, grounds maintenance and estate services.
• Tenancy Management - tenancy creation, tenancy changes, sign-ups, tenancy sustainment, tenancy enforcement and tenancy endings.
• Anti-Social Behaviour (ASB) - case management, incident reporting, investigations, evidence management and case resolution.

Essential Technical and Professional Skills

• Proven experience as a Business Analyst.
• Ability to translate business requirements into practical configuration changes with minimal reliance on developers, where the system permits.
• Strong requirements elicitation, analysis and documentation skills.
• Experience producing user stories, acceptance criteria, process maps and functional specifications.
• Knowledge of Agile delivery methodologies, Scrum and product backlog management.
• Experience working with multidisciplinary teams, technical specialists and external software suppliers.
• Strong stakeholder engagement, facilitation and communication skills.
• Experience supporting system testing, UAT, implementation and business change.

Desirable Experience

• Experience with housing management systems (NEC Housing) and associated integrations.
• Experience in local authorities, housing associations or other social housing providers.
• Experience with system configuration, workflow design, forms, user interfaces and business rules.
• Experience using Jira, Azure DevOps, Confluence or similar requirements and backlog management platforms.
