We are seeking an experienced Senior Business Analyst (FOIA) to support business process analysis, requirements management, stakeholder engagement, and enterprise IT initiatives. The role will serve as a bridge between business stakeholders and technical teams, translating business needs into clear requirements and identifying opportunities for process improvement, automation, and modernization.

The position will also support the Agency's Freedom of Information Act (FOIA) program and related information systems.

Key Responsibilities

  • Conduct business process analysis, workflow assessments, requirements gathering sessions, and stakeholder interviews.
  • Develop and maintain business process models, workflow diagrams, use cases, requirements documentation, and related artifacts using tools such as Microsoft Visio.
  • Analyze existing business applications and processes to identify gaps, redundancies, inefficiencies, and opportunities for improvement.
  • Identify opportunities for process optimization, automation, modernization, and improved customer service.
  • Serve as a liaison between business stakeholders and technical teams.
  • Translate business needs into clearly defined requirements and communicate technical concepts to non-technical stakeholders.
  • Maintain an inventory and assessment of agency applications, capabilities, dependencies, and future business needs.
  • Review and validate project requirements to ensure proposed solutions meet business needs and deliver measurable value.
  • Identify and incorporate cross-functional and interdepartmental dependencies into project planning and requirements development.
  • Collaborate with stakeholders throughout the project lifecycle to ensure alignment with project objectives and expected outcomes.
  • Support projects using SDLC, Agile principles, and project management best practices.
  • Support FOIA business process analysis and related information systems.
  • Identify opportunities to improve FOIA efficiency, automation, reporting, transparency, and records management.
  • Support the implementation, configuration, testing, maintenance, and modernization of FOIA case management systems and related technologies.

Education

  • Bachelor's degree in Business Administration, Information Systems, Management, or a related field.
  • Candidates without a bachelor's degree may qualify with 8+ years of relevant professional experience in business analysis, requirements management, process improvement, and stakeholder engagement.

Qualifications

  • Current Business Analysis certification.
  • Strong experience in business analysis, requirements management, process improvement, and stakeholder engagement.
  • Experience supporting enterprise-level IT and business transformation initiatives.
  • Experience with business process modeling, workflow diagrams, use cases, and requirements documentation.
  • Knowledge of SDLC and Agile methodologies.
  • Proficiency with Microsoft Visio or similar process modeling tools.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with both technical and non-technical stakeholders.
  • Experience with FOIA processes or FOIA systems is highly preferred.
