Payroll and Benefits Manager

E-Z Bel Construction, a leading San Antonio heavy civil contractor, seeks a Payroll & Benefits Manager to own payroll and benefits for field and office employees. In this safety-focused, team-oriented environment, you'll manage multi-state payroll, administer health and retirement plans, ensure compliance, and streamline HRIS processes. Partnering closely with HR, Finance, and Operations, you'll support workforce planning, answer employee questions, and help shape policies while building a stable, long-term career on impactful Texas infrastructure projects.

Responsibilities

• Oversee end-to-end payroll processing for hourly and salaried employees in multiple locations
• Administer health, dental, vision, life, and retirement benefit programs for field and office staff
• Ensure compliance with federal and Texas payroll, tax, and employment regulations
• Maintain accurate employee records, deductions, and timekeeping data in HRIS/payroll systems
• Reconcile payroll reports, prepare audits, and coordinate with Finance on general ledger entries
• Support benefits open enrollment, plan changes, and employee onboarding/offboarding
• Respond to employee payroll and benefits inquiries with a focus on customer service and confidentiality
• Develop and improve payroll and benefits policies, procedures, and internal controls
• Partner with HR and Operations leadership on workforce planning, compensation, and retention initiatives
• Produce regular payroll, benefits, and headcount reports for management and project leadership
