Senior Program Director Residential IRA
Reports to: Associate Director for DD/ABI Certified Residential Services
Location: Syracuse, NY
Schedule: Mon-Fri 8am-4pm
Pay Rate: $27.91 Hourly

Working closely with the Office for People with Developmental Disabilities and the Office of Mental Health, we support 27 housing locations and 3 administrative buildings.
About the Role
We are looking for a proactive employee who will use their own experience and judgment to carry out the
mission of the certified residential and Free-Standing Respite programs.
Responsibilities include:
- Consult with participants prior to life plan meetings to determine participants’ goals,
- interests, satisfaction with services, etc.
- o Participate in life plan meetings to assist in developing life plans; follow up with care
- managers to assure accurate plan goals and timely plan completion
- o Respond to all staff, family, and service providers communications per Agency policy
- o Complete Individual Protective Oversight Plans (IPOPs) minimally twice a year, or more if
- participants’ needs change
- o Monitor and ensure completion of staff assignments and change of shift protocol
- o Monitor and ensure correct staff administration of medications and documentation, per
- Agency policy
- o Work collaboratively with IRA nursing staff to ensure proper medical oversight of
- participants, and to ensure that all medical and/or specialist recommendations are
- followed; ensure participants’ attendance to medical appointments and provide support,
- as needed
- o Observe staff and review staff documentation to ensure person center services are
- provided; and to ensure that life/staff action plans, IPOPs, dietary guidelines, Plan of
- Nursing Services (PONS), and behavior support plans, are implemented correctly
- Ensure that medication procedures, behavioral support interventions and emergency safety procedures, are developed, practiced, and revised as needed, including fire drills
- Responsible for the supervision of assigned Assistant Managers and Direct Support
- Professionals (DSPs)
- Participate in the recruitment, interviewing, and hiring, for the IRA
- Develop and ensure implementation of an orientation and ongoing training program for assigned employees; orient, train, and direct staff regarding specific job duties; including core competencies; complete core competency evaluations in a timely manner
- Implement a system for ongoing supervision meetings and department staff meetings
- Provide ongoing direction, support, and regular one on one supervision to staff
- Conduct performance evaluations of staff-initial, 6 month, and annual; document
- performance concerns and follow-up with disciplinary action, if necessary
- Monitor and approve staff timecards through ADP, and monitor and approve staff
- mileage per Agency policy
- Manage staff schedules to ensure adequate shift coverage
- Share on-call responsibilities
- Monitor and ensure participant safety in the IRA, in the community, and during transports
- Monitor the physical plant of the assigned IRA and vehicles; send work order to the Facilities team for maintenance needs
- Ensure staff implementation of IPOP safeguards as written
- Utilize and model pro-active approaches to avert and/or de-escalate crisis situations; implement behavioral support plans, when needed and as written
- Follow on-call procedures to report emergencies and/or participant medical needs and/or changes
- Report participant incidents per Agency policy, including reporting to the NYS Justice Center, as needed
- Monitor the implementation of Plans of Corrective Action (POCA)
- Take an active role in the training of new staff, i.e. extended orientation, supervisory training, or other specialty trainings
- Act as the Program Manager for an IRA that has a long-term Program Manager vacancy, until said vacancy is filled, as directed by supervisor
- Provide crisis support to an IRA until crisis is resolved, as directed by supervisor
- Complete program documentation in a timely manner per regulation and Agency policy;
- documentation includes, but is not limited to: service notes, Medication Administration
- Records (MARs) and treatments, behavioral data, program outcomes, etc.
- Complete required reports including: the monthly manager report, maintenance reports, annual risk assessments, and any other reports, as directed by supervisor
- Assist with the completion of participant safety assessments
- Understand the assigned IRA budget and assist the Director in its development
- Ensure all documentation required to support Medicaid billing is current and maintained
- in participants’ records
- Ensure that participants’ rights are protected in regards to their money and personal
- possessions
- Manage participants’ personal allowances and petty cash; ensure participants’ money and petty cash balances are kept secure and that all required documentation is completed per Agency policy
- Submit timely required documentation for IRA grocery, household, and fuel expenses
- Work collaboratively with participants, families, program staff, co-workers, and supervisor
- Follows Agency Standards and Procedures
- Ensure compliance with federal, state, and local employment laws and regulations, as well as with company policies
- Perform Other Duties as Assigned
Education & Experience
Associate degree in a human services field, plus one years’ experience working with people with disabilities,
required, or, a high school diploma/GED plus two years’ experience working with people with disabilities,
required. Supervisory experience, preferred.
Conditions of Employment
Must have a valid NYS driver’s license in accordance with the Agency Vehicle and Driving policy and transportation necessary to meet program needs. Must be available for occasional early morning, evening or weekend functions and share on-call responsibilities. Must be able to lift 50lbs.
