Senior IT Project Manager/ Business Analyst

Description

We are seeking a Senior IT Business Analyst / Project Manager to lead enterprise technology initiatives, drive business analysis best practices, and manage complex software selection and implementation projects. This role serves as the organization's lead business analysis practitioner while also acting as the client-side project manager for large-scale enterprise system modernization efforts.

The ideal candidate brings deep expertise in business requirements development, stakeholder engagement, enterprise software implementation, vendor management, and project delivery. This individual will establish and champion a formal business analysis practice, ensuring technology initiatives are aligned with business objectives and delivered through a structured governance model.

This is a highly visible, hands-on role requiring both strategic thinking and day-to-day execution. This position does not have direct supervisory responsibilities.

Key Responsibilities

Enterprise Systems Program Leadership

Pre-Implementation / Vendor Selection

• Manage third-party consulting and advisory engagements, including scope, schedule, budget, deliverables, change control, and invoice review.
• Develop and maintain integrated project schedules, risk registers, issue logs, and executive status reporting.
• Review and validate requirements, business process documentation, future-state solutions, and other project deliverables to ensure completeness and quality.
• Own and maintain business requirements and capability models throughout the software selection process.
• Lead technology procurement and vendor selection activities, including:
• Requirements validation
• RFP development and administration
• Evaluation management
• Vendor demonstrations

Implementation & Delivery

• Serve as client-side project manager for enterprise software implementations through go-live and stabilization.
• Manage implementation vendors and system integrators, including contract performance, scope, deliverables, schedule, budget, and change requests.
• Facilitate fit-gap analysis, configuration decisions, testing strategies, user acceptance testing, and deployment planning.
• Coordinate integrations, data migration, business process changes, training, cutover activities, and legacy system retirement.

Business Analysis Practice & IT Governance

• Author business cases, business requirements documents (BRDs), and related analysis artifacts.
• Design and implement a formal demand intake and governance process for technology requests and project evaluation.
• Establish enterprise business analysis standards, methodologies, templates, and quality measures aligned with BABOK principles.
• Provide mentorship and guidance to analysts and project stakeholders regarding business analysis best practices.
• Partner with PMO and leadership teams to institutionalize governance processes and ensure long-term operational sustainability.

Requirements

Required Qualifications

Required Experience

• Proven experience authoring comprehensive business cases and business requirements documents for enterprise applications.
• Experience managing large-scale requirements inventories, prioritization frameworks, and requirements traceability.
• Demonstrated success leading business process analysis and process modeling initiatives.
• Experience serving as the client-side project manager or lead analyst for at least one enterprise software implementation from requirements gathering through go-live.
• Experience managing vendors, consultants, system integrators, statements of work, deliverables, and contractual obligations.

Preferred Experience

• Enterprise software selection and procurement experience, including requirements development, vendor evaluation, and selection processes.
• Experience developing or redesigning project intake, governance, or portfolio management frameworks.
• Background supporting ERP, permitting, land management, financial systems, or other complex enterprise platforms.
• Experience within government, regulated industries, or large-scale enterprise environments.
• Certifications such as:
• CBAP
• PMI-PBA
• PMP
• Lean Six Sigma Green Belt (or higher)
