Description
- Lead complex analytics and health services research initiatives using T-MSIS Analytic Files (TAF), Medicaid claims, eligibility/enrollment, CHIP, and related administrative data.
- Apply hands-on knowledge of TAF data to guide analytic approaches, interpret results, assess data quality and usability, and identify limitations that may affect research or analytic outcomes.
- Understand and manage dependencies across TAF data, analytic requirements, methodologies, products, development activities, timelines, and deliverables.
- Own and manage analytics product lifecycles, including product backlogs, requirements, product vision, roadmaps, MVPs, and stakeholder feedback.
- Translate customer and research needs into clear technical and analytic requirements for analysts, developers, testers, and other team members.
- Apply policy research, data analysis, visualization, statistical methods, and health services research methodologies to support Medicaid program administration, policy, oversight, and decision-making.
- Identify and resolve complex issues related to data quality, research methodology, analytics product development, and implementation.
- Lead and mentor technical and non-technical staff in the development of high-quality analytics products and decision-support solutions.
- Prepare, review, and present complex analytic findings, reports, presentations, and other deliverables.
- Translate detailed technical and analytical findings into clear, concise information for CMS clients, management, and executive-level stakeholders.
- Serve as a trusted technical advisor to clients, subject matter experts, analysts, developers, and internal leadership.
- Manage and mentor direct reports, monitor work quality and performance, establish goals, and support professional development.
- Bachelor’s degree and 8+ years of relevant professional experience.
- At least 4 years of experience supporting federal and/or state health agencies conducting health services research using Medicaid claims and CHIP data.
- Deep, hands-on experience using T-MSIS Analytic Files (TAF) for Medicaid analytics, health services research, policy analysis, reporting, program evaluation, or related work.
- Demonstrated understanding of TAF/T-MSIS data structure, relationships, dependencies, data-quality considerations, limitations, and appropriate analytic use.
- Experience working with Medicaid claims/encounters and eligibility/enrollment data; experience with multiple TAF file types and/or multi-state TAF data strongly desired.
- Experience conducting complex data analyses and using visualization techniques to support data-driven program administration, policymaking, oversight, or health outcomes.
- Demonstrated experience leading technical and non-technical teams within an Agile/Lean-Agile environment to deliver analytics products.
- Experience translating customer needs into analytic and technical requirements and coordinating work across analysts, developers, SMEs, and stakeholders.
- Strong customer-facing communication skills with the ability to move between detailed technical/data discussions and concise executive-level communications.
- Demonstrated ability to identify risks and dependencies, resolve complex analytic issues, and exercise independent judgment.
- U.S. citizen or otherwise authorized to work in the United States and able to demonstrate physical residency in the U.S. for at least three of the past five years.
- Previous experience supporting CMS and working directly with CMS stakeholders.
- Experience with TAF data quality, multi-state Medicaid analytics, managed care encounter data, or legacy Medicaid Analytic eXtract (MAX) data.
- Experience with analytics product management, including product backlogs, roadmaps, MVPs, and requirements development.
- Experience with SQL, SAS, Python, R, PySpark, Databricks, or similar analytic technologies.
- Experience developing or supporting analytics products used for Medicaid policy, program oversight, health services research, or decision support.
