Job Description

Title: Senior Oracle HCM Cloud Payroll Developer

Location: Charlotte, NC – Hybrid (4 days onsite, 1 day remote)
Duration: Contract/W2/1099/c2c

The team relies heavily on this role's expertise, making strong payroll knowledge a non-negotiable requirement. Candidates should be able to troubleshoot issues, support ongoing system enhancements, and help guide the team as they continue learning and optimizing Oracle HCM.

Position Summary

The Oracle HCM Cloud Senior Payroll Developer will provide functional and technical leadership for the  Oracle HCM Payroll environment. This role will partner closely with Payroll Operations, HR, Compensation, Finance, Accounting, Tax, and Technology teams to support accurate and timely payroll processing, resolve production issues, and deliver system enhancements.

The ideal candidate will have strong hands-on knowledge of U.S. payroll processing in Oracle HCM Cloud and be able to connect payroll operational requirements with system configuration, integrations, reporting, and technical troubleshooting.

This position requires the candidate to be based in the Charlotte, North Carolina area or willing to work locally in Charlotte on a regular basis. Charter employees follow 4-1 Hybrid Model, 4 days in office 1 day remote.

Key Responsibilities

  • Serve as a subject matter expert for Oracle HCM Cloud Payroll and support end-to-end U.S. payroll processing activities.
  • Partner with Payroll Operations to troubleshoot payroll processing issues, identify root causes, and implement sustainable resolutions.
  • Follow the company’s software development lifecycle methodology to design, configure, test, debug, document, and implement application changes.
  • Translate functional requirements and business needs into configuration documents, technical design specifications, test scenarios, and implementation plans.
  • Support payroll-related processes, including payroll calculations, taxes, balances, costing, accounting, retroactive processing, corrections, and payroll interfaces.
  • Test Oracle HCM Payroll configurations, enhancements, integrations, patches, and quarterly updates.
  • Identify and analyze defects discovered during testing, document findings clearly, and collaborate with functional and technical teams through resolution.
  • Maintain detailed test results, issue documentation, configuration records, and production support materials.
  • Configure, maintain, and troubleshoot payroll elements, element eligibility, input values, balances, fast formulas, lookup values, and value sets.
  • Support Payroll integrations that utilize Core HR, Compensation, UKG and Vendor files using OIC (Oracle Integration Cloud).
  • Use Oracle HCM Cloud tools to develop, enhance, and troubleshoot data loads, extracts, reports, and system components.
  • Query and analyze Oracle HCM tables and data structures to support troubleshooting, reconciliation, reporting, and production support.
  • Collaborate across Payroll, HR, Payroll Accounting, Payroll Tax, and Charter Technology teams to ensure consistency, quality, and effective delivery.
  • Strengthen team knowledge of Oracle HCM Payroll through documentation, knowledge transfer, training, and ongoing support.
  • Adhere to Internal Audit, SOX and Payroll Regulatory compliance rules.

Required Qualifications

  • 5–8 or more years of experience supporting Oracle HCM applications, including significant hands-on experience with Oracle HCM Cloud Payroll.
  • Strong functional knowledge of end-to-end U.S. payroll processing.
  • In-depth understanding of U.S. payroll taxes, payroll accounting, costing, balances, retroactive processing, and payroll reconciliation.
  • Experience supporting payroll production cycles and resolving payroll calculation or processing issues.
  • Strong understanding of end-to-end integrations among HR, Compensation, Time and Labor, Benefits, Absence, and Payroll.
  • In-depth experience creating, maintaining, and troubleshooting payroll elements, fast formulas, value sets, balances, and related configuration.
  • Strong knowledge of Oracle HCM Cloud tables and data structures used for troubleshooting, reporting, reconciliation, and production support.
  • Hands-on experience with Oracle HCM Cloud tools, including:
    • HCM Data Loader (HDL)
    • HCM Spreadsheet Data Loader (HSDL)
    • Fast Formulas
    • HCM Extracts
    • BI Publisher
    • BI Publisher templates
    • Oracle Transactional Business Intelligence (OTBI)
  • Knowledge of PL-SQL and OIC (Oracle Integration Cloud) process is desirable.
  • Strong analytical, troubleshooting, documentation, and communication skills.
  • Ability to work effectively with both business and technical stakeholders.
