Job description

SMX is seeking a Program Management Support Lead (PMO Lead) to support our Army Client.

Essential Duties & Responsibilities

  • Lead the ARES PMO support function and coordinate the work of PMO personnel and embedded Value Stream Analysts.
  • Partner with the Government Program Manager to establish and continuously improve a lightweight ARES management system that provides reliable visibility into:
    • Demand, intake, priorities, and backlog health;
    • Work in progress, delivery flow, and delivery forecasts;
    • Capacity, operational workload, and development-versus-operations tradeoffs;
    • Risks, dependencies, blockers, decisions, and escalation needs;
    • Integrated roadmaps, customer commitments, and strategic outcomes.
  • Establish and maintain a practical operating cadence for integrated program reviews, backlog and flow reviews, roadmap synchronization, risk/dependency review, and decision tracking.
  • Implement and maintain common Jira and Confluence structures, workflows, data definitions, dashboards, and documentation practices that support program management needs while minimizing administrative burden on delivery teams.
  • Ensure Jira, ITSM, and related management data are sufficiently complete and reliable to support trend analysis, capacity decisions, contractual reporting, and leadership decision support.
  • Develop executive-ready management products, including integrated roadmap views, portfolio health assessments, decision briefs, risk summaries, delivery updates, and contractual deliverables.
  • Support the Government-led intake and triage process by coordinating demand capture, initial analysis, estimation inputs, routing, decision documentation, and status communication.
  • Coordinate with Product Managers, Value Stream Analysts, technical leads, platform personnel, customer-enablement personnel, and external partners to identify cross-team dependencies, resource conflicts, delivery risks, and decisions requiring Government attention
  • Support proportionate management of sustained mission services, including visibility into operational workload, critical service conditions, critical-period readiness, release impacts, customer commitments, and continuity risks.
  • Manage PMO documentation, including program schedules, integrated roadmaps, risk and dependency registers, decision records, meeting outcomes, management dashboards, and required program-management deliverables.
  • Identify opportunities to simplify processes, improve data quality, reduce reporting friction, and strengthen management decision quality.

Required Skills & Experience

  • Bachelor’s degree in a related field.
  • Current Active Secret Clearance.
  • 8+ years of progressively responsible experience supporting program, portfolio, project, product-delivery, or PMO functions in a complex technical environment.
  • 5+ years in a PMO leadership, delivery-management, portfolio-management, or equivalent senior coordination role.
  • Demonstrated experience establishing or maturing PMO, delivery-management, portfolio-management, or integrated planning functions within an active operational environment.
  • Experience designing and implementing lightweight governance, integrated planning, demand management, risk/dependency management, capacity visibility, and executive decision support.
  • Hands-on proficiency with program and project management tools such as Jira, Confluence, and reporting tools.
  • Experience with enterprise data, analytics, software delivery, IT platforms, digital transformation, or technology-enabled business operations.
  • Demonstrated success leading through influence across technical, functional, customer, and executive stakeholders.
  • Strong change-management instincts and experience moving a workforce from informal coordination to more visible, disciplined execution.
  • Demonstrated ability to analyze work-management data and translate it into clear, decision-ready insights on demand, flow, capacity, delivery risk, and operational workload.
  • Experience leading and coordinating geographically or functionally distributed support personnel.
  • Strong written and verbal communication skills, including preparation of executive briefings, decision papers, program reviews, and management reports.
  • Demonstrated ability to work independently, build trust across diverse stakeholders, and bring structure to ambiguous, evolving environments.

Desired Skills & Experience

  • Experience supporting Army, DoW, or other Federal digital, data, analytics, financial-management, logistics, or enterprise IT programs.
  • Experience with Kanban, Lean portfolio management, Agile delivery management, IT service management, or product operations.
  • Experience supporting data-product, data-pipeline, dashboard, platform, or enterprise-service delivery.
  • Experience developing integrated roadmaps, managing external dependencies, and supporting senior-leader decision forums.
  • Experience working in a hybrid environment that requires on-site collaboration with Government and contractor personnel.
  • Enterprise IT service management, product operations, platform operations, or service-delivery management.
  • PMP, PgMP, PMI-ACP, ITIL, Scrum, Kanban, or comparable certification.
