Job Description

Role: Data Governance Analyst

Location: Indianapolis, Indiana

Candidate MUST be local currently.

This position is a hybrid role working 37.5 hours per week. They will be in the office more frequently for the first few weeks for training/onboarding and then 1-2 days/week moving forward.

Duration: 1 year

Supports agency-wide Data Governance by operationalizing IDOH policies and SOPs,maintaining metadata and Dataset Reference Sheets, governing critical data elements, authoring data quality rules, coordinating centralized data sharing and access governance

The Data Governance Analyst will:

Help IDOH’s data stewards to develop and maintain data dictionaries,
Lead and support data stewardship initiatives,
Author and update data governance policies and SOPs,
Deliver data literacy and quality training programs for agency staff,
Collect and analyze data requests in the centralized data sharing system,
Support the roll-out and continuous improvement of the IDOH data governance framework,
Enhance data quality and protection for sensitive data throughout the agency,
Serve as a resource for policy interpretation, training, and stewardship best practices.

JOB DUTIES

Centralized Data Sharing & Access Governance

Intake, triage, and route internal/external data requests,
Maintain audit trails and enforce director accountability and delegation,
Coordinate with Legal (OLA) on Data Sharing Agreements, retention, and destruction obligations,
Track request timelines, SLA adherence, and escalate overdue items.

Data Stewardship & Metadata Management

Identify and document technical metadata sources and business enrichment requirements,
Maintain required catalog fields and Dataset Reference Sheets,
Author and update data quality rules tied to critical data elements,
Track and resolve data quality issues, report aging and closure metrics.

Policy Writing & Governance Operations

Draft, review, and operationalize agency data governance policies and SOPs,
Maintain SOP libraries, change logs, and decision records,
Translate policy into practical guardrails for analysts and stewards (classification, handling, retention).

Education & Training

Develop and deliver data literacy, stewardship, and governance training for agency staff,
Measure training effectiveness (“training uplift”) and iterate materials for divisions with varying maturity,
Create and publish job aids, templates, and stewardship guides.

Collaboration & Stakeholder Engagement

Work with data owners, stewards, custodians, and program directors to align priorities,
Communicate complex governance topics to non-technical staff,
Build trust and cooperation across divisions while enforcing governance guardrails.

Reporting & Continuous Improvement

Define and document indicators of performance (KPIs) and quality metrics.
Provide progress reports to leadership and oversee periodic updates to the data governance roadmap,
Identify new business opportunities pertaining to the use of data assets for efficiency and effectiveness.
