Job Description

Position: Technical Program Manager
Location: Remote
Type: Contract
Role Summary:
  • We are engaging a technical program manager to lead delivery across Cyber security technology and data investment portfolio of our Client. This is a program leadership role for a global (re)insurance cyber strategy: you will translate strategic bets into executable roadmaps, orchestrate delivery across Cyber Risk Engineering, Data Science, Claims and Technology partners, manage program governance and risk, and serve as the primary point of contact for stakeholders across the business.
  • The role spans several interconnected investments that together build Cyber's data-driven foundation from underwriting tools to claims insights to an external-facing insights portal. You will operate with limited guidance, influence decisions at all levels, and help institutionalize consistent, data- and AI-enabled program delivery practices across GRS Cyber.
The program you'll lead
  • Cyber Risk Assessment tool. Multi-year development of a global, data-driven risk-assessment capability built with Cyber Risk Engineering, Data Science and Technology partners. Delivers relevant, robust risk information that improves underwriting decisions at the portfolio and insured level.
  • Global underwriting consistency and digitization. Drive consistency in tools, data and process across GRS offices so underwriters work from one digitized, global experience improving productivity and confidence, capturing exposure data at scale and creating investment efficiency by building once and deploying many.
  • North America cyber-hazard benchmarking. Establish a clear, cross-line understanding of how cyber as a hazard is treated within North America general lines (excluding Surety), aligned to the LII and LM Re cyber model, then use that data to shape guidelines, process and data-collection standards for GRS's overall cyber exposure.
  • Cyber claims and loss insights. Continue enhancing loss and data insight through Incident Response data capture, the IR vendor feedback process and ongoing Global Claims Center coding updates giving GRS the detailed, global claims data needed to understand loss drivers and trends and make sound, timely underwriting decisions.
  • Cyber insights portal. Deliver an unauthenticated, externally facing portal with interactive data visualization on cyber market trends, supporting GRS's strategic bets and positioning the business for growth in the product.
Key Responsibilities:
Program delivery and roadmap management
  • Own the end-to-end delivery roadmap across the five investments above, sequencing work across Cyber Risk Engineering, Data Science, Claims and Technology partners.
  • Serve as single point of contact for program status, decisions and delivery logistics across GRS Cyber leadership and partner teams.
  • Coordinate releases, cutovers and handoffs to business-as-usual operations for each investment as it matures.
  • Follow the Blueprint methodology and GRS TPM Office reporting standards for program governance, status reporting and delivery artifacts.
Governance, risk and dependency management
  • Establish and run program governance (SteerCo, decision logs, RAID register, stage gates) with clear escalation paths and accountability.
  • Map and drive resolution of dependencies across Cyber Risk Engineering, Data Science, Claims, Technology and underwriting stakeholders in North America and across GRS offices.
  • Identify and quantify program risk, escalating proactively before delivery, timeline or budget is threatened.
Data, analytics and AI fluency
  • Apply data- and AI-informed analytics to program tracking, surfacing leading indicators on delivery risk and program health.
  • Understand enough about the underlying risk-assessment and claims-data models to evaluate trade-offs, guide adoption and engage credibly with Data Science and Cyber Risk Engineering partners.
  • Ensure data usage across the program including the insights portal and North America benchmarking effort aligns with enterprise standards for security, data privacy and responsible use.
Financials, metrics and reporting
  • Track program financials (burn vs. plan) and report forecast vs. actuals across all five investments.
  • Define and report delivery KPIs, tying program reporting to business outcomes such as underwriting productivity, claims insight quality and market positioning rather than activity alone.
Stakeholder management and influence
  • Build and maintain stakeholder plans across underwriting, Cyber Risk Engineering, Data Science, Claims and Technology, and across GRS offices globally.
  • Present program status and trade-offs clearly to senior leadership, enabling data-driven decisions.
  • Partner with LII and LM Re contacts on the North America cyber-hazard benchmarking effort to align guidelines and data-collection standards.
Key relationships
  • Program sponsor and GRS Cyber steering committee
  • Cyber Risk Engineering, Data Science and Technology partners
  • Global Claims Center (GCC) and Incident Response vendor contacts
  • Underwriting leads across GRS offices and North America general-lines partners
  • LII and LM Re cyber model contacts
  • Finance, Procurement and Security SMEs
What success looks like
  • A clear, executable roadmap across the Cyber Risk Assessment tool, underwriting digitization, North America benchmarking, claims insights and insights-portal investments.
  • Measurable reduction in cross-team dependency delays, with risks surfaced and mitigated before they affect commitments.
  • Underwriting and claims data captured consistently and at global scale, supporting portfolio- and insured-level decisions.
  • The insights portal launched and adopted as a credible, data-driven resource for brokers and customers.
  • Reliable program governance artifacts (RAID, decision logs, status reporting) in place across all five investments.
Ideal Candidate Profile
  • 14+ years overall experience in software and data pipeline validation
  • 8+ years' experience delivering technology or data programs, including experience leading large, multi-workstream programs with multiple external partners.
  • Strong technical fluency able to engage credibly on data platforms, risk-assessment tooling and integration architecture.
  • Demonstrated strength in governance, risk management, dependency mapping and financial reporting (burn vs. plan).
  • Comfortable working across insurance or reinsurance underwriting, claims and data functions; able to translate business requirements into delivery plans.
  • Exceptional negotiation, facilitation and stakeholder-management skills across global, cross-functional teams.
  • Proven ability to operate with limited guidance and manage ambiguity in a fast-evolving environment.
Preferred
  • Experience in cyber insurance, reinsurance or a related specialty line.
  • Experience with claims-data platforms, incident-response processes or risk-assessment tooling.
  • Familiarity with data governance, privacy or responsible-AI considerations in a regulated industry.
  • Relevant certifications: PMP, SAFe or equivalent program-delivery credentials.
  • Behavioral attributes
  • Strategic mindset with operational rigor thinks big but delivers with discipline.
  • Data-driven and metrics-oriented, treating analytics as a tool for better judgment rather than a replacement for it.
  • Collaborative, pragmatic and decisive under pressure, especially across global and matrixed teams.
  • Comfortable working as a contractor embedded in a multi-year, multi-partner program without direct authority over every team involved.
