Duties
- You will function as a master analyst, performing rigorous Navy and Joint mission and campaign level analysis in support of all satellite and line-of-sight communications and network program requirements.
- You will be responsible for identifying and developing Wartime C3 architectures which include both assured networks and data strategies in response to evolving threats to Navy's access to Space and Cyber capabilities.
- You will manage through differing perspectives and associated issues to navigate requirements teams through deliberations, successfully fulfilling taskings and providing critical recommendations.
- You will coordinate work of civilians, active duty military officers and contract personnel (GS-13/O-4 through GS-14/O-5). Requirements Conditions of employment

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required.
A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector.
Examples of specialized experience include: 1) Proficient in analysis of satellite and line-of-sight communications and maritime network program requirements; 2) Demonstrate mastery in requirements analysis, and the planning, programming, budgeting, and execution activities (PPBE) cycle; 3) Proficient technical expertise in protected (EHF) and wideband (WGS, commercial constellations) satellite communications architectures to address diverse and complex operational issues; 4) Demonstrates stakeholder coordination to build consensus across applicable Subject Matter Experts (SMEs), other resource sponsors, Portfolio Acquisition Executives (PAEs), Systems Commands (SYSCOMs), and across the military Services and Combatant Commands to build coalitions; 5) Mastery of advanced management and organizational principles and practices, with a comprehensive knowledge of quantitative and qualitative methods for analyzing program health, cost-benefit trade-offs, and policy impacts; 6) Demonstrate familiarity with the full range of Navy communication programs and systems, to include those in the Information Warfare, ashore, afloat, undersea, and aviation domains; 7) Demonstrate skill in independently determining and developing methods and technical solutions for communicating complex analysis and metrics to different audiences, including Flag Officers, Senior Executive Service (SES), and joint leaders; 8) Demonstrate exceptional presentation, verbal and written communication skills, including experience drafting formal Military staffing packages and briefing materials.
