Job Description

System Software Programmer – Consultant -.Net
Cayce, SC - Hybrid
12 Months (Extend upto 4 years)


Daily Duties / Responsibilities

  • Develop, enhance, and maintain financial and administrative applications using the Angular framework and modern development practices.
  • Support modernization and migration of legacy applications to modern frameworks and platforms.
  • Understand existing application architecture, integrations, dependencies, and interfaces with SCEIS and other enterprise platforms.
  • Refactor legacy code and identify technical gaps, performance issues, and modernization opportunities.
  • Develop and maintain RESTful APIs and backend services.
  • Develop and maintain CI/CD pipelines for automated builds, testing, and deployments.
  • Support production deployments, system upgrades, security patches, and platform modernization.
  • Perform unit, integration, regression, manual, and automated testing.
  • Troubleshoot application, database, integration, deployment, and environment issues.
  • Create and maintain technical documentation for application architecture, APIs, integrations, deployment processes, and development procedures.
  • Support application and API integrations to maintain data accuracy and integrity.
  • Support reporting and analytics integrations, including components feeding Power BI or similar reporting platforms.
  • Participate in technical design reviews, sprint planning, Agile ceremonies, and project implementation activities.
  • Work closely with HR, Finance, IT, infrastructure teams, and other technical stakeholders.
  • Maintain technical content within SharePoint or other collaboration platforms.
  • Follow DPH development, security, privacy, and data-protection standards.
  • Ensure applications comply with applicable State and Federal regulatory requirements.

Required Skills

  • 3+ Years of experience refactoring legacy code.
  • 3+ Years of experience with enterprise-level system modernization.
  • 3+ Years of State or Federal Government experience.
  • 3+ Years of experience developing modern web applications using PrimeNG, TypeScript, JavaScript, HTML, and CSS – ALL are required.
  • 3+ Years of experience developing RESTful APIs and backend services using  Core AND C#.
  • 3+ Years of experience with Microsoft SQL Server, including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting.
  • 3+ Years of experience with DevOps practices, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting.
  • 5+ Years of experience with manual AND automated system testing throughout the SDLC.
  • 3+ Years of experience creating technical documentation.
  • Familiarity with data privacy, security standards, and regulatory compliance relevant to State and Federal systems, such as HIPAA, CJIS, and NIST.

Preferred Skills

  • Experience with IT development and implementation projects.
  • Experience with Power BI or supporting data pipelines for reporting and analytics.
  • Familiarity with infrastructure or cloud technologies such as Microsoft Azure.
  • Experience with SharePoint or collaborative content-management platforms.

Education: Required: Bachelor's or Master's Degree in a relevant field of work or equivalent work experience.
