Full-Stack Software Engineer

Position Summary

Certified Technical Experts, Inc. (CTE) is seeking an experienced Senior Full-Stack Software Engineer to design, develop, test, and maintain modern full-stack capabilities for mission-critical Federal public health applications. The Senior Full-Stack Software Engineer works across backend services, web interfaces, APIs, data access, and integrations while contributing to secure, maintainable, and automated software delivery.

Key Responsibilities

•  Design and implement full-stack application features using modern backend and front-end technologies.

•  Develop and maintain Java and Spring Boot services, REST APIs, web interfaces, and data-access components.

•  Collaborate with Product Managers, UX specialists, analysts, QA engineers, DevSecOps engineers, and architects to deliver complete features.

•  Write clean, maintainable, testable, and secure code and participate actively in peer reviews.

•  Develop automated unit, integration, and API tests and support broader end-to-end testing.

•  Troubleshoot application defects, performance issues, integration problems, and production support escalations.

•  Contribute to modernization and refactoring of existing application components.

•  Support CI/CD pipelines, containerized deployments, release readiness, and operational documentation.

•  Apply secure coding, accessibility-aware development, logging, and observability practices.

•  Mentor less-experienced developers and contribute to engineering standards and knowledge sharing.

Required Qualifications

•  8+ years of professional full-stack software development experience.

•  Strong experience with Java, Spring Boot, REST APIs, SQL, and modern front-end development using TypeScript/React or comparable frameworks.

•  Experience developing and integrating APIs in enterprise environments.

•  Experience with automated testing, source control, code review, and CI/CD practices.

•  Working knowledge of cloud platforms, containers, and modern application deployment patterns.

•  Ability to diagnose complex software defects and performance issues.

•  Understanding of secure coding and software quality practices.

•  Strong collaboration, documentation, and communication skills.

Education

Required: Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.

Preferred: Master's degree in Computer Science or a related technical discipline.

Target Certifications

•  AWS Developer Associate or Microsoft Azure Developer Associate

Preferred Experience

•  Federal health IT or public health application experience.

•  Experience supporting NBS or comparable mission-critical enterprise applications.

•  Experience with FHIR or health-related APIs.

•  Experience with Kubernetes, Docker, GitHub Actions, and automated security/quality scanning.

•  Experience with accessibility-aware front-end development.

Work Authorization and Federal Suitability

•  Must be legally authorized to work in the United States.

•  Must be able to successfully complete the applicable Government background investigation.

•  Must be eligible to obtain and maintain required Federal credentials and information-system access.

•  Must comply with applicable Federal security, privacy, confidentiality, and acceptable-use requirements.
