Position summary

We are seeking an experienced Analyst Programmer to join the team supporting the ePZB system. The contractor will augment permanent staff in the ongoing development and maintenance of this web-based application, working across the full stack: .NET server-side code, Angular single-page front ends, and Oracle / SQL Server databases.

Key responsibilities

• Design, develop, test and maintain features for the ePZB system using C# or VB.NET on the .NET Framework.
• Build and maintain RESTful services with ASP.NET Web API 2 and data access layers with Entity Framework.
• Develop responsive single-page application (SPA) user interfaces using Angular (v4+), Bootstrap, HTML5, CSS3, JavaScript and jQuery.
• Maintain and enhance existing ASP.NET Web Forms pages, including AJAX functionality built with the Ajax Control Toolkit.
• Write and optimize database objects in Oracle (PL/SQL) or SQL Server (T-SQL): packages, stored procedures, functions, DDL and DML.
• Tune SQL and application performance, and troubleshoot production issues.
• Ensure cross-browser compatibility and adherence to web standards.
• Support data import/export to and from PDF, Excel and text file formats.
• Follow source control, build and deployment practices, including branching, build queuing and application change control.
• Collaborate with permanent staff, analysts and business users to gather requirements and deliver solutions.
• Produce and maintain technical documentation.

Required qualifications

Core experience

• Minimum 6 years of Microsoft .NET development (C# or VB.NET).
• Minimum 6 years with PL/SQL, Transact-SQL or ANSI-SQL technologies/standards (Oracle or SQL Server).
• Minimum 2 years with Angular (version 4 onward), Twitter Bootstrap and single-page application (SPA) development.
• Minimum 2 years with ASP.NET Web API 2 and Entity Framework 5.0 or higher.

Mandatory hands-on experience (minimum 3 years in each area)

• .NET Framework 4.5 or higher using VB.NET/C#, object-oriented concepts, the ASP.NET page life cycle and AJAX.
• JavaScript and jQuery, including AJAX using the Ajax Control Toolkit.
• HTML, CSS 3.0, cross-browser HTML support and a solid understanding of the DOM.
• Oracle 19c or higher, or SQL Server 2012 or higher: DDL/DML, PL/SQL packages, stored procedures, functions and SQL performance tuning.

Candidates without at least 3 years of working experience in each of the areas above will not be considered.

Preferred qualifications

• Team Foundation Server (TFS) 2013 or higher: branching, build queuing, web application deployment, and an understanding of application change control.
• Strong proficiency with TOAD and experience working with large Oracle databases.
• Data import/export to PDF, Excel and text files.
• Knowledge of Python and PHP.
• Experience with ASP.NET MVC or Razor Pages for building dynamic web UIs.
• Knowledge of or experience with Artificial Intelligence (AI) tools and technologies, preferably in a government or public-sector environment, including AI-assisted software development, productivity tools or emerging AI solutions.
