Role Summary

We are seeking an experienced Business Analyst Contractor to provide subject matter expertise.

No certification required contractually; CSA is worth asking for.

• Run the current-state asset process review, then define the retirement policy and asset lifecycle state model ahead of the December move and the target order-to-disposal process after it.
• Baseline the success measures with the CIO office in week 2, covering inventory accuracy, duplicate CI creation rate, Discovery coverage and lifecycle state correctness, and hold the Release 1 exit criteria frozen from week 3.
• Author the hardware asset program set: policy, standards, standard operating procedures from order to disposal, the periodic verification procedure and the process owner role definition.
• Facilitate City-executed system integration testing and UAT, including the weeks 8 to 9 Release 1 window against frozen criteria and the City sample verification. The City executes; EY facilitates.
• Enable the named City asset process owner from their January 15 start through to close, so the procedures are being run by the City at handover rather than demonstrated to them.
• Produce release gate evidence at both gates: Discovery schedules and returned device counts at Release 1, then Workspace queues and City-run reports at Release 2.

US-based and onshore, consistent with Government Community Cloud hosting. No security clearance or adjudication. Nobody is staffed in week 12, the week commencing December 28.
