Job Description

We are seeking an experienced Strategic Project Manager to lead the replacement of the legacy ICON/JPOD probation case management system for the Colorado Judicial Branch. This high-visibility, multi-year modernization initiative will span technical infrastructure, legislative and policy compliance, data migration, organizational change management, and statewide implementation across Colorado's 23 judicial districts.

The ideal candidate will lead the complete project lifecycle, manage complex stakeholder relationships, oversee vendor and procurement activities, and ensure alignment between business objectives, technology solutions, judicial requirements, and state governance standards.

The candidate must demonstrate strong leadership, communication, risk management, and change management skills, with experience delivering large-scale enterprise technology implementations involving multiple vendors and stakeholder groups.

• Experience implementing commercial off-the-shelf (COTS) or configurable SaaS platforms in the public sector.
• Experience managing geographically distributed users across urban and rural locations.
• Experience with legislative and policy compliance.
• Experience with statewide system modernization and enterprise application replacement.
