The ICT Project Manager L3 Responsibilities include:
In addition to the defined responsibilities of the position, the following requirements of this position are considered fundamental to the ICT Project Manager JP9101 L3:
The management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality. The adoption and adaptation of project management methodologies based on the context of the project and selecting appropriately from predictive (plan-driven) approaches or adaptive (iterative/agile) approaches.
PRMG Level 4:
Defines, documents and carries out small projects or sub-projects (typically less than six months, with limited budget, limited interdependency with other projects, and no significant strategic impact), alone or with a small team, actively participating in all phases. Identifies, assesses and manages risks to the success of the project. Applies appropriate project management methods and tools whether predictive (plan-driven) approaches or adaptive (iterative/agile) approaches. Agrees project approach with stakeholders, and prepares realistic plans (including quality, risk and communications plans) and tracks activities against the project schedule, managing stakeholder involvement as appropriate. Monitors costs, timescales and resources used, and takes action where these deviate from agreed tolerances. Ensures that own projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are recorded.

The ICT Project Manager L3 Responsibilities include:
- Provide ICT project management support to the EL1 Integrated Project Manager JP9101 and Deputy Integrated Project Manager JP9101 L3.
- Develop and maintain project documentation, including project plans, status reports and ICT project artefacts.
- Track project progress against established timelines, milestones, and budgets, providing detailed updates to the EL1 Integrated Project Manager JP9101 and Deputy Integrated Project Manager JP9101 L3 and recommending corrective actions as needed.
- Identify, monitor, and manage project risks and issues, including ICT, cyber security, interoperability, information assurance, technical obsolescence and system integration risks, escalating to the EL1 Integrated Project Manager JP9101 and Deputy Integrated Project Manager JP9101 L3 where necessary.
- Assist in the preparation of project status reports and presentations for senior leadership and other key stakeholders.
- Facilitate project meetings, including preparing agendas, and following up on action items to ensure completion.
- Engage with subject matter experts (SMEs) to obtain specialist advice when reviewing Contract Deliverable Requirements Lists (CDRLs) or participating in systems engineering activities, ICT integration activities, security accreditation activities.
- Assist the EL1 Integrated Project Manager JP9101 and Deputy Integrated Project Manager JP9101 L3 in managing project changes, including scope, schedule, and budget adjustments, ensuring all changes are documented and approved in line with Defence policies.
- Support project procurement activities, including managing vendor contracts, compliance with procurement policies, and ensuring delivery of contractual obligations.
- Provide continuous improvement insights by identifying opportunities to enhance project governance, ICT-related project processes, efficiencies, and outcomes.
- Manage and monitor ICT-specific project dependencies, interfaces and integration
- Work collaboratively with the Project Security Manager to support the planning, coordination and delivery of security accreditation, information assurance, cyber security and physical security activities associated with ICT capability delivery.
In addition to the defined responsibilities of the position, the following requirements of this position are considered fundamental to the ICT Project Manager JP9101 L3:
- Tertiary qualifications in Project Management or a related field, with current experience in the project management field.
- Understanding of the project management methodologies and their application to the Defence project management environment.
- Demonstrated experience in the successful development, planning, and delivery of projects, including ICT-enabled projects.
- Demonstrated experience in the management of CASG project reporting tools.
- Strong knowledge of Defence Financial, Procurement, and Risk Management principles.
- Demonstrated leadership and teamwork skills within an Integrated Working Group environment.
- Excellent interpersonal skills and a proven ability to work collaboratively and communicate effectively with internal and external stakeholders.
- Demonstrated experience in Defence procurement management and financial management principles.
- Excellent written and verbal communication skills.
- Demonstrated experience in the delivery, governance or management of ICT-enabled projects within a Defence, National Security or Government environment.
- Understanding of Defence ICT governance, system integration and capability delivery processes.
- Experience managing ICT project schedules, dependencies and deliverables across multiple stakeholders and technical workstreams.
- Knowledge of cyber security governance requirements and their application within Defence ICT projects.
- Knowledge and experience of capability sustainment.
- Understanding of technical, logistical, and operational requirements in the delivery of capability, and knowledge of applicable Defence policy and legislation.
- Experience in managing cross-functional teams of diverse technical specialisations.
- Relevant certifications (e.g., Certified Practising Project Manager (CPPM), Project Management Professional (PMP), PRINCE2, Information Technology Infrastructure Library (ITIL), or equivalent).
- Experience delivering projects within Defence Digital Group (DDG), Chief Information Officer Group (CIOG), Joint Capabilities Group (JCG) or CASG ICT acquisition environments.
