Technical Program Manager
Location: Foster City, California (On-site)
Role Overview
We are seeking a highly autonomous Technical Program Manager to set the standard for program execution across our engineering organization. This professional will serve as a trusted partner to senior engineering and product leadership, driving strategic initiatives that span multiple teams, systems, and business lines. The position demands deep technical intuition, strong organizational influence, and a proven track record of delivering complex programs at scale.
Key Responsibilities

• Lead end-to-end program management for large-scale, multi-team engineering initiatives from strategy through delivery.
• Partner strategically with executive engineering and product leaders to influence roadmaps, resourcing, and priorities.
• Define and evolve program management frameworks, processes, and best practices across the engineering organization.
• Drive alignment across complex dependency landscapes involving multiple teams and competing priorities.
• Anticipate and proactively manage risks, escalations, and trade-offs at a program and portfolio level.
• Communicate technical complexity and business impact clearly and confidently to executive audiences.
• Participate actively in architectural and technical scoping discussions to evaluate feasibility, sequencing, and delivery risk.

Required Qualifications
Education: Bachelor's degree in Computer Science, Engineering, or a related technical field, or equivalent practical experience.
Experience: Seven or more years of experience in technical program management, with a proven record of delivering complex, organization-wide engineering programs.
Technical Skills: Deep expertise managing multi-team software programs across the full Software Development Life Cycle, including platform, infrastructure, or product initiatives. Candidates must possess a strong technical foundation to engage credibly in architectural discussions, understand system design trade-offs, and evaluate technical risk. Experience using artificial intelligence tools to inform technical decisions, knowledge of agentic AI models, and experience executing programs with AI chatbots are required. Technical proficiency in wireless technologies (4G/5G/Multi-WAN Load Balancing), networking technologies (UDP/TCP, NAT Traversal, Network Security like mTLS), and data pipelines (Kafka/kafkajs, Protobuf serialization, AWS cloud infrastructure and API Gateways) is essential.
Preferred Qualifications

• Experience at a software company working on infrastructure, platform, or product engineering programs.
• Familiarity with cloud services such as AWS, Google Cloud Platform, or Azure, and distributed systems concepts.
• PMP, PgMP, or Agile/Scrum certification.
• Prior background as a software engineer or in a technical role.
• Excellent problem-solving and debugging skills.
