About the Role
CBTS is seeking a highly experienced Senior Program Director to lead large-scale, strategic programs and portfolios that drive business transformation and customer success. This executive-level leadership role is responsible for translating business and client objectives into executable roadmaps, ensuring successful delivery, financial performance, governance excellence, and stakeholder alignment across complex, multi-workstream initiatives.
The ideal candidate brings a strong background in enterprise program management, portfolio governance, financial oversight, and cross-functional leadership, along with the ability to engage executive stakeholders and deliver measurable business outcomes.
Key Responsibilities
  • Lead enterprise-wide programs and portfolios from strategy through execution.
  • Establish and oversee governance frameworks, integrated plans, milestones, dependencies, and executive decision forums.
  • Define program vision, operating models, delivery strategies, and portfolio roadmaps aligned to business objectives.
  • Drive large-scale transformation initiatives focused on improving delivery maturity, operational efficiency, customer satisfaction, and business performance.
  • Own program financials, including budgets, forecasting, revenue, margins, cost optimization, and benefits realization.
  • Align cross-functional teams across Engineering, Product, Architecture, Design, QA, Operations, Finance, and Commercial organizations.
  • Act as the executive escalation point for clients and internal stakeholders, ensuring effective communication and timely resolution of critical issues.
  • Proactively manage risks, issues, dependencies, assumptions, and change controls.
  • Ensure compliance with delivery methodologies, contractual obligations, security standards, audit requirements, and quality frameworks.
  • Mentor and develop Program Directors, Program Managers, and delivery leaders while strengthening organizational program management capabilities.
  • Lead organizational change initiatives, transition planning, service readiness activities, and operational handovers.

Required Qualifications
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Telecommunications, Business Management, or a related field.
  • MBA or other Master's degree preferred.
  • 20+ years of professional experience.
  • 15+ years of progressive experience in program, portfolio, or transformation management leadership roles.
  • Proven success leading large enterprise programs with significant business, operational, and financial impact.
  • Experience working directly with C-level executives, program sponsors, and key client stakeholders.

Location Requirement: Candidates must currently reside within approximately 1-1.5 hours commuting distance of the local CBTS office/market they support. This position also requires up to 10% to 50% travel to customer sites as part of the job responsibilities.
Salary $145,000 to $185,000/per annum i.e. the range is salary not including bonus.
The compensation range in this posting reflects the Company's good-faith estimate at the time of publication. The applicable base pay range for any individual will be determined based on the candidate's designated primary work location as well as factors including role scope and responsibilities, required qualifications, and the individual's experience, education, skills, knowledge, and performance. Certain positions may also be eligible for additional compensation such as discretionary merit increases, bonuses, or sales-based variable compensation in accordance with applicable plans and role requirements.
Due to U.S. Government requirements applicable to foreign-owned telecommunications providers, non-s may be required to submit to an extensive government agency background check which will necessitate disclosure of sensitive Personally Identifiable Information.
