Program Manager – ICAM Implementation

Position Overview

The Program Manager will provide overall program management, technical leadership, and strategic direction for an Identity, Credential, and Access Management (ICAM) engagement within a Federal environment. The Program Manager will serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), and key government stakeholders, ensuring successful execution of program objectives.

The Program Manager will oversee project execution, ensuring deliverables are completed on time, within scope, and within budget. This role will manage program risks, stakeholder communications, resources, and performance while providing leadership throughout the implementation and establishment of enterprise ICAM capabilities.

Responsibilities

  • Provide overall leadership, management, and strategic direction for the ICAM program.
  • Serve as the primary interface between the contractor team, CO, COR, and government stakeholders.
  • Oversee program planning, execution, delivery milestones, and performance reporting.
  • Manage risks, issues, dependencies, and stakeholder communications to ensure successful program outcomes.
  • Coordinate cross-functional technical teams supporting ICAM implementation activities.
  • Ensure program activities align with Federal mission objectives, cybersecurity requirements, and ICAM best practices.
  • Support the successful establishment, implementation, and adoption of new ICAM capabilities in a greenfield environment.

Required Qualifications

  • Minimum of 7+ years of experience managing large-scale IT programs within Federal environments.
  • Demonstrated experience providing program management leadership for complex technology implementations.
  • Strong understanding of Identity, Credential, and Access Management (ICAM) concepts, technologies, and implementation approaches.
  • Experience managing programs involving cybersecurity, identity modernization, access management, or related enterprise security initiatives.
  • Proven ability to manage government stakeholders, technical teams, schedules, risks, and deliverables.

Desired Qualifications

  • Prior experience executing Federal ICAM programs or enterprise identity transformation initiatives.
  • Experience supporting greenfield implementations involving the establishment of new ICAM capabilities and processes.
  • Familiarity with Federal identity and cybersecurity frameworks, including Zero Trust and identity-centric security approaches.
  • Experience supporting ICAM technologies such as identity governance, authentication, authorization, federation, privileged access management, and credential management.
