IT Business Systems Manager

Role: IT Business Systems Manager
Location: Martinez, CA (3 days onsite/week)
Duration: 6+ months (Contract-to-Hire)
Summary: We are seeking an IT Business Systems Manager to lead and manage information technology operations within a healthcare, public health, or health information systems environment. The role will oversee IT staff, applications, systems analysis, technical support, project delivery, and technology implementations. The ideal candidate will have strong experience managing healthcare IT or public-sector health information systems, along with demonstrated leadership, project management, business analysis, and systems implementation experience.
Top Must Have Requirements:

·         3+ years' experience in overseeing a team of analyst supporting large software systems

·         Experience in implementing at least one large vendor software system with 500+ users

·         Experience in Vendor Management including contract negotiation, performance tracking and business review

Key Responsibilities

·         Lead, manage, and supervise IT teams supporting application development, application support, end-user support, systems analysis, network/server administration, or systems security.

·         Plan, prioritize, assign, and review the work of technical and professional staff.

·         Recruit, train, mentor, motivate, and evaluate IT personnel.

·         Manage IT projects, budgets, schedules, resources, quality, and deliverables.

·         Analyze business and system requirements and design or implement appropriate technology solutions.

·         Lead the selection, development, testing, implementation, and support of software and hardware solutions.

·         Identify opportunities to improve processes, system efficiency, and service delivery.

·         Develop and maintain system documentation, procedures, and operational standards.

·         Coordinate user training and provide technical leadership for system implementations.

·         Respond to escalated technical and system-related issues from internal and external users.

·         Research emerging technologies and recommend improvements to healthcare/public health IT systems.

·         Prepare and support RFP/RFI processes and participate in vendor/product selection.

·         Prepare analytical, operational, and statistical reports.

·         Ensure compliance with applicable healthcare, information systems, and public-sector requirements.

·         Where applicable, oversee the development and implementation of public health surveillance, case management, program workflow, and program evaluation systems.

·         Where applicable, support data interpretation and dissemination of epidemiological findings through reports, presentations, publications, and community/academic partnerships.

Experience:

·         4+ years of full-time equivalent experience as a manager, supervisor, or project manager in a healthcare IT environment, with responsibility for application support/development, systems analysis, technical support, networking, or server administration; OR

·         4+ years as a clinical lead, supervisor, or manager performing systems analysis in a healthcare information systems environment; OR

·         4+ years as a manager, supervisor, or project manager in a public health, healthcare delivery, or academic institution, including at least 1 year of direct staff supervision in epidemiology, surveillance, or program evaluation.
