I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Business Analyst 3
The Department of Information Resources (DIR) requires the services of 1 Business Analyst 3, hereafter referred to as Worker, who meets the general qualification of Business Analyst 3 and the specifications outlined in this document for the above-named customer.
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

8 | Required | Skill in analyzing and evaluating complex information technology applications, policies, and issues |
8 | Required | Skill in developing creative and workable solutions to complex problems and issues |
8 | Required | Skill in communicating effectively both verbally and in writing with individuals and groups |
8 | Required | Skill in using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others |
8 | Required | Skill in establishing and maintaining effective working relationships, including the ability to work with people under pressure, negotiating with multiple parties and resolving conflicts |
8 | Required | Skill in reading, interpreting and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors |

B) The primary work location will be 1100 W. 49th Street, Austin, Texas 78756.
Position is ONSITE at the location listed above (NO REMOTE WORK). Program will only accept LOCAL ONLY candidates for this position.
