Lead Oracle Consultant

On-site work at ED OIG Headquarters, Washington, DC .
Certifications
Active Oracle Certified Professional (OCP) certification required; Oracle Certified Master (OCM) preferred.
Lead Oracle Consultant holds a current OCP or OCM.
Technical skills and experience the government will evaluate
Dual-environment proficiency: on-premises Oracle RAC/Grid Infrastructure (including Advanced Security and Database Vault) and OCI cloud architectures (Autonomous Database Serverless/Dedicated, Oracle Analytics Cloud).
Oracle Fusion Middleware: WebLogic, OBIEE/BI Publisher, Oracle Access Manager, Oracle Internet Directory, OHS, OEM/Cloud Control.
Oracle lifecycle management: "silent mode" upgrades and CPU patching across database and middleware without availability impact.
Cloud migration tooling: Zero Downtime Migration, Data Pump, and/or GoldenGate, with data-integrity verification experience.
Hands-on automation in SQL, WLST, Bash/Shell, Python, Perl, and PHP in a federal enterprise environment (this exact list is an evaluation sub-criterion).
Security engineering: PIV-based 2FA integration across Oracle and non-Oracle applications, ICAM/authentication federation, CIS Benchmark hardening for Oracle Linux and applications, and vulnerability scan remediation.
Data warehousing and ETL: Oracle data warehouse administration, end-to-end automated ETL with reconciliation, plus Spotfire and BI Publisher reporting support (per the Instructions to Offerors).
Supporting platforms: Oracle Linux, Oracle Linux Virtualization Manager, Oracle Database Appliance, ASM storage administration, and Microsoft SQL Server.
