Location: London / Hybrid Working
Rate: £585-£630 per day (Inside IR35)
Contract: 6 Month Initial contract
Clearance: Active SC Clearance Required
About the Role
We're supporting a major government transformation programme seeking a Roadmap, Value & Modular Costing Lead to help shape delivery priorities, investment decisions and long-term implementation planning.
This role will sit at the centre of programme strategy, helping define sequenced delivery roadmaps, costed work packages and value-driven prioritisation models. You'll work closely with programme leadership to ensure investment decisions are supported by clear evidence, robust costing and measurable outcomes.
What You'll Be Doing
  • Developing implementation roadmaps across complex transformation programmes.
  • Building costed delivery plans and modular work packages.
  • Creating prioritisation frameworks based on value, risk, cost and feasibility.
  • Supporting investment cases and business case development.
  • Developing benefits realisation and value-tracking approaches.
  • Working with delivery teams to align roadmap planning with programme objectives.
  • Providing strategic insight to senior stakeholders and governance forums.
  • Supporting programme planning, forecasting and decision-making activities.
What We're Looking For
  • Experience in benefits management, investment appraisal or transformation strategy.
  • Strong experience developing business cases and investment proposals.
  • Experience building bottom-up cost models and delivery estimates.
  • Understanding of benefits realisation and value measurement frameworks.
  • Strong analytical and stakeholder management skills.
  • Experience supporting large-scale public sector transformation programmes.
  • Ability to present complex information clearly to senior decision-makers.
  • Active SC Clearance.
