Key Responsibilities:

• GIS Assessment & Discovery:
• Analyze existing Smallworld GIS data models, schemas, business rules, and network structures.
• Conduct data profiling and quality assessments.
• Identify gaps between Smallworld and Esri Utility Network data models.
• Document migration requirements and transformation rules.
• Migration Strategy & Design:
• Develop migration roadmap and data conversion strategy.
• Define source-to-target mapping between Smallworld and Utility Network.
• Design data cleansing, enrichment, and transformation approaches.
• Establish migration validation and reconciliation processes.
• Data Conversion & Migration:
• Configure and execute GIS ETL workflows using tools such as: Esri Data InteroperabilityFME (Safe Software)Python/ArcPySQL-based transformation tools
• Migrate: Network assetsConnectivity modelsCircuit and feeder dataService points and customersLandbase and reference data
• Perform incremental and full-load migration activities.
• Utility Network Implementation Support:
• Support Utility Network configuration and deployment.
• Assist in defining: Asset GroupsAsset TypesDomainsSubtypesAssociation RulesNetwork Topology
• Validate network connectivity and traceability results.
• Data Quality & Validation:
• Define migration success criteria and KPIs.
• Conduct reconciliation between source and target systems.
• Identify and resolve data integrity issues.
• Perform topology error analysis and correction.
• Testing & Cutover:
• Support SIT, UAT, and production deployment activities.
• Prepare cutover and rollback plans.
• Assist business stakeholders during validation cycles.
• Support go-live activities and post-migration stabilization.
• Stakeholder Management:
• Collaborate with utility business users, GIS architects, Esri consultants, and IT teams.
• Present migration findings, risks, and recommendations to leadership.
• Provide knowledge transfer and mentoring to internal GIS teams.

Required Qualifications:

• Bachelor's degree in GIS, Geomatics, Engineering, Computer Science, or related field.
• 8+ years of GIS implementation experience.
• 3+ years of Utility Network implementation or migration experience.
• Hands-on experience with THE CLIENT Smallworld GIS.
• Hands-on experience with Esri ArcGIS Enterprise and Utility Network.
• Strong understanding of electric, gas, or water utility network models.
• Experience with spatial ETL and data migration projects.
