Senior Business Systems Analyst

We are hiring a Senior Business Systems Analyst to turn operational problems into system requirements for a federal health supply chain program. You will work directly with the people doing the work, define what the system needs to do, and stay with it through delivery so what ships matches what was needed. This position is fully remote within the United States.

• Analyze operational problems and define the system scope and objectives that address them.
• Write requirements delivery teams can build from, and defend them when they are challenged.
• Run the research, fact-finding and testing that validates a requirement before it is committed.
• Present recommendations on system enhancements and alternatives to stakeholders.
• Act as the functional expert on the product line for both the team and the customer.

• Bachelor's degree and 15+ years of business systems or process analysis experience.
• Demonstrated ownership of requirements for a system through delivery, not just handoff.
• Experience running elicitation directly with operational end users, and operating a structured intake process for incoming requirements.
• Process modeling and gap analysis on systems being modernized or replaced.
• Experience presenting recommendations to government or executive stakeholders.
• Maintaining requirements traceability in a managed toolset, linking requirements through change, test cases and results.
• Working inside SAFe, including Program Increment planning and backlog management across teams.
• Ability to obtain and maintain a federal background investigation (Public Trust).

• Experience on federal health IT programs.
• Supply chain, logistics, inventory or asset management domain depth.
• Experience with requirements and backlog management in Jira.
• User acceptance testing ownership.
• Defining requirements that meet Section 508 accessibility standards.
• CBAP, PMI-PBA or equivalent certification.
• Familiarity with federal IT governance and approved-tooling processes.

$119,000 - $130,000 a year

The posted range is base annual salary, placement within the range depends on qualifications, relevant experience, and contract requirements.
