Job Summary: The Director of Human Resources will oversee all aspects of human resource management and development within the Alexander Valley Healthcare (AVH). This role responsible for designing and implementing HR strategies that align with the organization’s goals, ensuring compliance with federal and state regulations, and fostering a positive workplace culture.
Job Duties/Key Responsibilities:
· Recruitment and Staffing
o Develop and implement recruitment strategies to attract qualified candidates.
o Ensure job descriptions are reviewed and/or revised prior to posting open position postings.
o Manage the hiring process, including job postings, interviews, and onboarding.
o Conduct Credentialing & Privileging for all Licensed, Certified, Registered, or unregistered, employed or contracted clinician, that provides patient care services; ensuring department head or Board of Director’s approval of credentials and privileges is completed prior to conducting patient care services.
o Credential and privilege billable clinicians for payers, including Medi-Cal, Medicare, state funded programs, and commercial insurance plans.
· Employee Relations
o Foster a positive workplace environment and promote employee engagement.
o Address employee concerns, mediate conflicts, and conduct investigations as needed.
o Ensure all employees are familiar with HR policies, procedures, and the employee handbook; the HR Director acts as a reliable resource when questions or concerns require further clarification.
o Manage day-to-day Workers’ Compensation Claims, FMLA, Disability, and employee leave requests.
o Coordinate with insurance companies, healthcare providers, and legal counsel as needed.
o Ensure accurate record-keeping and compliance with all employee claims or leaves.
· Performance Management
o Develop and implement performance appraisal systems.
o Collaborate with managers and supervisors to ensure timely performance reviews.
o Work with managers to set performance goals and provide coaching and feedback.
· Training and Development
o Ensure the organization is maximizing the usage, functionality, and benefits of the Learning Management System.
o Identify training needs and develop role-based programs to enhance employee skills.
o Assist managers and supervisors with development, implementation, and monitoring performance improvement plans as needed.
o Ensure compliance with ongoing training requirements related to regulatory, payer, and healthcare industry requirements.
· Compensation and Benefits
o Administer employee benefit programs including new employee enrollment, monthly enrollment validation, and address employee inquiries in a timely manner.
o HR Director is the primary liaison with insurance brokers.
o Ensure monthly reconciliation of benefit invoices
o Lead the annual benefits review and open enrollment process.
o Complete California Primary Care Association (CPCA) annual salary survey.
o Conduct market analyses to ensure competitive salary structures.
o Develop annual salary range grid, by position within the first quarter of each calendar year; submit to CEO for review and ultimate submission to the Board of Directors for approval.
· Payroll
o Oversee or execute the bi-weekly payroll process, ensuring employee’s time and attendance is accurate when submitted to the finance department for processing.
o Address payroll inquiries from employees and resolve any issues related to payroll in a timely manner, and ensure documented communication with employee is preserved in the employee’s HRIS file.
o Ensure payroll records are accurately maintained and compliant with relevant laws and regulations.
· Policy Development
o Develop and update HR policies and procedures in compliance with federal, state, and local laws.
o Ensure staff are informed and trained on HR policies, procedures, and company protocols.
o Ensure frequency of HR policies and procedures complies with the organization’s annual Board Workplan.
· Administration and General Support
o Maintain employee files, HR databases, and the Human Resource Information System (HRIS).
o Process HR related paperwork, forms, documentation, such as employment offer letters, continuing medical education documentation, change forms, credentialing and privileging packets, etc. timely.
o Collaborate with Chief Compliance Officer (CCO) in performance of department audits, dissemination of audit findings, and improvement plans when warranted.
o Track and monitor credentialing and re-credentialing documentation and compliance.
o Report monthly, quarterly, bi-annually, and annually on established HR Dashboards to the executive team.
o Assist with special projects and initiatives led by department heads or Human Resources, e.g. annual Christmas Party, Summer Picnic, etc.

· Understanding of relevant employment laws, healthcare regulations, and accreditation standards.
· Strong ability to lead and develop HR Team.

· Strong problem-solving skills.
· Ability to build relationships and act as a trusted advisor to management and staff.
· Familiarity with HRIS systems and data analytic tools.
· Minimum of 5-7 years of progressive HR experience, with at least 3 years in a managerial role.
Education/Licensing/Training:
· Bachelor’s degree in Human Resources, Business Administration, or a related field.
· Master’s degree or HR certification preferred.
· Certification from a recognized HR organization (e.g., PHR, SHRM-CP) is a plus.
Physical Demands:
While performing duties identified in this job description, the employee is frequently required to sit ergonomically correct for extended durations, regularly required to stand, walk, and use hands and fingers, along with pushing, pulling, lifting (no more than 25lbs) and twisting.

Salary Range: $125,178.00 - $184,030.00 ($60.18 - $88.48 Hourly Rate)
