TELECOMMUNICATIONS EQUIPMENT OPERATOR with Security Clearance

Duties Incumbent typical work assignments may include the following

• The employee receives and monitors emergency and non-emergency requests by telephone or automatic alarms throughout the Pentagon Facilities.
• Conducts operational checks of communications and telephone equipment, notes discrepancies in accordance with established procedures.
• The employee serves as a Communications Training Officer (CTO) as a collateral duty and is responsible for planning, organizing, scheduling, and facilitating training sessions within the prescribed course framework.
• The employee may serve as an EMD-Q and must be certified as an EMD Quality Improvement Specialist through the International Academies of Emergency Dispatch (IAED) and attend additional training on the AQUA™ software.
• Monitors and contr ols CCTV and other detection systems as both a general surveillance tool and as an assessment tool while observing activity for the presence of unusual, unauthorized or prohibited activity. Requirements Conditions of employment

• Employees in this position are designated as MISSION ESSENTIAL EMPLOYEES and are expected to report for, or remain at work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations.
• This position is subject to recall 24/7 and the employee is required to work shifts; days off vary.
• Duty hours are not permanent, and shift work is required in order to provide 24 hour, 7 days a week, 365 days per year coverage.
• The potential to work up to 16 hours at a time does exist due to unscheduled absences and/or extreme circumstances such as natural disasters, terrorist attacks and other all hazards emergency or disaster situations
• Retention in this position is contingent upon the successful completion and passing of all agency training requirements.
• Obtain and maintain CPR/ AED certification within 40 days of entry on duty.
• Obtain DoD HazMat Awareness certification within 40 days of entry on duty.
• Obtain and maintain Pro Board DoD Telecommunicator I and II certification within 270 days of entry on duty.
• Obtain and maintain IAED EMD and EMD-Q Improvement Specialist (if selected) certification within 270 days of entry on duty.
• The employee may be subject to verbal abuse during telephone conversations with members of the general public.
• There is potential for the employee to be exposed to extremely high levels of mental and emotional stress due to the nature of incoming calls and incidents.
• The employee may be required to use hearing correction devices to augment their natural hearing in order to meet the necessary requirements. • Operating a variety of communication equipment; and
• Providing appropriate post-dispatch and pre-arrival instructions in a stressful and highly dynamic environment; and
• Developing initiatives to improve training programs; and
• Assisting officers with a variety of information from databases for the purpose of surveillance and response. You may qualify at the GS-08 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
• Evaluating emergency calls to determine the nature of call to dispatch appropriate emergency services; and
• Providing callers emergency medical instructions of first aid techniques, including Cardiopulmonary Resuscitation (CPR); and
• Documenting and maintaining records of professional and job-related training; and
• Obtaining essential information to assist or direct caller to the appropriate department based on request for service. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-08 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
• Using standard procedures (including established questioning) to manage emergency calls; and
• Coordinating with military and civilian agencies to respond to mutual aid requests; and
• Managing and maintaining oversight of course material and instruction plans for the training courses; and
• Contr ol ling Closed Circuit Television (CCTV) and other detection systems to observe any unusual or prohibited activity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
