Job Description: Systems Developer – Expert (.NET / Oracle PL/SQL)
Role Overview
- Job Title: Systems Developer (Expert Level)
- Request ID: HBITS-08-14993
- Agency: Office of Children & Family Services (OCFS)
- Project: Adult Services Automation Project (ASAP)
- Location: Albany, NY (50% Telecommuting after initial 90 days in-office)
- Engagement Duration: 24 Months
- Work Hours: Full-Time (8:30 AM – 5:00 PM)
- Interview Format: Webcasting (Camera Required)
Day-to-Day Responsibilities
- Enhance the ASAP system to comply with the 2024 Federal APS Rule and build a separate archive/query system.
- Independently gather requirements, analyze business processes, and document logical/functional designs.
- Perform intricate VB.Net development and deployment.
- Write complex Oracle PL/SQL packages, stored procedures, triggers, and SQL objects.
- Maintain system currency and strict compliance with ITS standards, hardware, software, and security practices.
- Perform unit testing, resolve identified bugs, and coordinate with the Cognos team on reporting requests.
- Provide system maintenance, troubleshooting, and process Help Desk tickets for 1,200+ statewide users.
Mandatory Qualifications
- Skill Level: Expert (84+ months of experience providing guidance to large teams, demonstrating top-tier expertise in system development).
Requested Qualifications & Experience
- .NET Development: 84+ months developing N-Tier .NET web applications utilizing VB.Net and/or C# (2.0 or above).
- Oracle / PL/SQL: 84+ months with relational database design, PL/SQL packages, XML type stored procedures, and triggers in an Oracle environment.
- Web Services / WCF: 84+ months developing Web Services or Windows Communication Foundation (WCF).
- Build & Deployment: 84+ months packaging, coordinating, and deploying code bases across environments up through production.
- Requirements & Client Collaboration: 84+ months working directly with business stakeholders to define rules, processes, and application requirements.
- Frontend & Tools: 84+ months utilizing jQuery and 84+ months with Team Foundation Server (TFS).
- Testing: 84+ months writing test plans/cases, executing unit testing, and leading User Acceptance Testing (UAT).
- Education: Bachelor's Degree in Computer Science or Computer Programming
