Technical Delivery Manager

We are seeking an experienced Technical Delivery Lead to lead the delivery of a complex Intelligence Technology project, with a focus on enterprise data platforms, analytics, reporting and cloud-based solutions.
In this role, you will coordinate multidisciplinary technical teams, translate architecture designs into actionable delivery plans, and oversee the implementation of technical solutions from planning through to deployment and operational transition. You will work closely with architects, data engineers, analysts, vendors, business stakeholders and operational support teams to ensure deliverables meet agreed timelines, quality standards and organisational requirements

• Lead day-to-day technical delivery, managing work packages, milestones, dependencies, risks and issues to ensure delivery within agreed timeframes.
• Coordinate multidisciplinary teams, including Solution Architects, Data and AI Architects, data engineers, analysts, vendors and operational support personnel.
• Translate project objectives and architecture designs into actionable technical work packages, implementation plans and delivery schedules.
• Manage resource allocation, delivery milestones, critical path activities and technical dependencies across the project.
• Provide technical oversight of data integration, analytics, reporting, AI capabilities and cloud-based platform implementations.
• Ensure technical solutions align with approved architecture designs, technology standards and organisational policies.
• Coordinate testing, quality assurance, deployment, change management and transition-to-support activities.
• Collaborate with business stakeholders and operational teams to ensure solutions are production-ready, supportable and aligned with business requirements.
• Monitor delivery progress and provide regular reporting, recommendations and advice to senior project management and governance bodies.
• Manage external vendors and implementation partners, ensuring quality outcomes and adherence to agreed delivery commitments.
• Identify and address technical risks, delivery constraints, resource requirements and emerging issues.
• Drive continuous improvement through standardisation, automation, effective governance and improved delivery practices.

• Demonstrated experience leading the delivery of complex enterprise data and analytics platforms, including data lakes or lakehouses, data warehouses, business intelligence and Microsoft Azure implementations.
• Proven ability to lead multidisciplinary technical teams and maintain accountability for delivery outcomes across architects, data engineers, developers, analysts, vendors and operational support teams.
• Strong experience translating architecture designs and project objectives into structured delivery plans, work packages, schedules and resource requirements.
• Sound technical understanding of Azure data services, data integration, APIs, Power BI, data governance, analytics and AI capabilities.
• Experience coordinating data platform implementation, data migration, integration and reporting initiatives, including managing technical dependencies, risks, issues and quality.
• Demonstrated understanding of software delivery lifecycles, testing, information security, change and release management, cloud operations and operational readiness.
• Strong stakeholder engagement, communication, negotiation and problem-solving skills, with the ability to influence technical and business stakeholders.

• Experience delivering technology initiatives within government, intelligence, regulatory, justice, law enforcement or other highly governed environments.
• Relevant qualifications or certifications in project management, Agile delivery, Microsoft Azure, data platforms or IT service management.
• Experience working across Agile, hybrid and traditional project delivery environments.
• Demonstrated ability to foster a collaborative and inclusive team culture that encourages accountability, innovation and continuous improvement.
• Experience contributing to technology delivery roadmaps, implementation strategies and future-state capability planning.

• Strong technical delivery leadership and enterprise technology project coordination experience.
• The ability to balance technical oversight with delivery planning, governance and stakeholder management.
• A practical understanding of data and analytics architectures, cloud platforms, reporting solutions and emerging AI capabilities.
• Strong planning and organisational skills, with the ability to manage competing priorities, resources, schedules and dependencies.
• Experience overseeing technical implementation, testing, deployment and transition into business-as-usual operations.
• Excellent communication and interpersonal skills, with the ability to build effective relationships across technical teams, business stakeholders, senior management and external partners.
• A proactive approach to identifying risks, resolving issues and improving delivery performance.
• The ability to operate effectively in complex environments where governance, security, quality and delivery accountability are essential.
